Base pay range $39,284.88/yr - $58,927.20/yr

Description The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six Divisions, Division of Regulated Child Care, Division of Health Care, Certificate of Need, Division of Kentucky Health Information Exchange, Division of Telehealth, and the Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet. The Nurse Consultant Inspector (NCI) conducts inspections of healthcare facilities and services. As an NCI, you would conduct licensure, certification, and re‑licensure inspections as part of a survey team. Investigate complaints of regulatory violations in healthcare facilities. Create comprehensive written correspondence, including statements of deficiencies, and detailing findings of non‑compliance. Interpret and apply regulations and follow Division and Regional guidelines, policies, and procedures through the survey process.

Responsibilities

Under direction assists senior surveyors and learns to complete all aspects of the annual Long‑Term Care (LTC) recertification survey process to determine compliance with requirements related to the Medicare and Medicaid programs.

Under direction conducts routine, acute, continuing care, and LTC surveys to include initial certification, and complaint investigation surveys.

Conducts surveys utilizing observation, interview, and record review skills to assess the care of the ill, injured, or infirmed.

Collects and analyzes nursing assessment data to determine compliance with regulatory requirements.

Under direction assists in the development of program information, analysis of situation, and explanatory material, to include written communication, reports, and statements of deficiency.

Under direction evaluates corrective measures taken in instances where there is failure to comply with prescribed rules, regulations, and policies.

Under direction assists senior surveyors to explain rules, regulations, and policies to health service facilities to ensure compliance with State and Federal regulatory requirements.

Other duties as assigned.

Physical ability and energy to traverse large healthcare facilities for extended periods of time during surveys/inspections.

Ability to work mandatory overtime and weekends when needed.

Ability to travel and stay overnight for several days depending on the location, length and type of survey being conducted.

Experience, Training, or Skills:

Must have one year experience as a Licensed Practical Nurse.

Substitute Education for Experience:

A bachelor's degree will substitute for one year as a Licensed Practical Nurse.

Substitute Experience for Education:

None.

Special Requirements (Age, Licensure, Regulation, Etc.):

Must be licensed in Kentucky as a practical nurse or possess a valid work permit issued by the Kentucky Board of Nursing. KRS 314.041 ; http://www.kbn.ky.gov/. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions Work is typically performed in a healthcare setting, involves traversing health care facilities, and will sometimes require observation of home health agencies in private residences. Overtime, travel, overnight stays, and weekend work are required if on survey team.
