Responsibilities
Assist program and IT teams in drafting RFPs in accordance with state guidelines
Provide feedback on process and procedure improvement opportunities
Advise project teams during requirements gathering and documentation
Provide technical leadership in identifying and documenting project needs, including system architecture and platform migration
Advise on implications of requirements related to post-award vendor management
Contribute to establishing and meeting project quality goals and objectives
Support all aspects of quality assurance, including metrics, best practices, and process development
Review project deliverables to ensure compliance with approved procedures and standards
Perform detailed reviews of interim and final project tasks
Advise on evaluation components and required documents such as service level agreements and data recovery plans
Use technical expertise to identify opportunities for growth and improved resource management throughout the contract lifecycle

Qualifications
Required Minimum Education: Bachelor’s Degree (4-year college degree or equivalent technical study)
Required Skills: Excellent written and verbal communication and leadership skills
Strong influence, collaboration, and negotiation experience
Ability to collaborate across business and functional lines
Strong organizational, analytical, planning, problem-solving, and decision-making skills
Ability to meet productivity standards and complete work in a timely manner
Experience defining and developing quality standards
Experience conducting reviews according to schedule
Experience communicating and working with customers and internal personnel
Experience reporting progress on action items, defect resolution, and risk areas
Ability to ensure defined processes are followed
Experience organizing and preparing work proactively to resolve issues
Experience mentoring and sharing knowledge with internal staff
Experience developing RFPs for IT system contracts and oversight
Experience creating RFPs including all required sections
Knowledge of organizational departments and ability to collect RFP requirements from users
