Job Summary
Performs complex business analysis work. Work involves gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; performing post-implementation support of systems; providing support for the systems development life cycle; and providing guidance to others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Essential Functions
A.
Analyzes and tests procedures and information systems for efficiency and effectiveness; gathers, analyzes, and documents user requirements, business processes, and problems to automate and improve existing systems; obtains and documents business needs for new systems; participates in user acceptance testing and testing of new system functionality; and analyzes and assists in defining agency disaster recovery requirements.
B.
Develops and reviews complex system documents to convey business requirements and support efficient system design; prepares charts, diagrams, tables, flowcharts, and other technical documentation regarding information technology systems and computer applications; and prepares reports outlining study findings and recommendations following the Systems Development Life Cycle (SDLC) methodology.
C.
Analyzes program policies and procedures to determine their effect on automated systems and system functional areas; facilitates the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation; and confers with management regarding the status and progress of studies and projects being conducted.
D.
Develops, documents, and revises system design procedures, test procedures, and quality standards; provides technical assistance in the design, development, implementation, and modification of new and existing systems; and coordinates the development of online help systems, operational manuals, educational materials, technical training, and information programs for automated systems.
E.
Provides technical assistance and training to program staff. Performs a variety of marginal duties not listed, to be determined and assigned as needed.
Minimum Qualifications
Graduation from an accredited senior high school or equivalent or GED and four years full-time, wage-earning experience in at least two of the following functions: information systems analysis, business process analysis, planning, documenting requirements, designing, testing, software or systems quality assurance engineering, or deployment; or sixty semester hours from a college or university accredited by a recognized organization with twelve semester hours in Management Information Systems, Information Technology, or a related field and two years full-time, wage-earning experience in at least two of the same functions.
Bachelor’s degree in Information Technology, Business, or a related field from a college or university accredited by a recognized organization and two years full-time, wage-earning experience in at least two of the following functions: information systems analysis, business process analysis, planning, documenting requirements, designing, testing, software or systems quality assurance engineering, or deployment.
Two years full-time, wage-earning project coordination experience.
One year full-time, wage earning experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
Criminal justice experience preferred.
Governmental program experience preferred.
Ability to maintain the security and integrity of critical infrastructure as it is defined by state law.
Knowledge and Skills
Knowledge of the limitations and capabilities of computer systems and techniques used in the design of automated systems.
Knowledge of business process and systems analysis techniques and practices.
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
Skill to communicate ideas and instructions clearly and concisely.
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
Skill in problem-solving techniques.
Skill in public address.
Skill in the use of computers and related equipment in a stand-alone or local area network environment.
Skill to review technical data and prepare technical reports.
Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
Skill to plan work in order to meet established guidelines.
Skill to train others.
Additional Requirements
Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 15-44 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
