Base pay range: $56,655.00/yr - $83,286.00/yr
Duties Description
Provide accurate advice and expertise to managers and supervisors on employee‑related concerns.
Investigate potential misconduct and administer the disciplinary process per union contracts and Civil Service Law.
Administer the Agency grievance and performance evaluation appeal processes.
Process medical examination referrals to Employee Health Services.
Maintain a working knowledge of New York State (NYS) Time & Attendance Rules, applicable NYS and Agency Policies, and Performance Evaluation Manual procedures.
Minimum Qualifications Human Resource Specialist (Labor Relations) Trainee 1 (equated to SG-14)
A bachelor's degree or higher; OR
An associate’s degree AND two (2) years of qualifying experience*; OR
Four (4) years of qualifying experience*.
Human Resource Specialist (Labor Relations) Trainee 2 (equated to SG-16)
A master’s degree or higher; OR
A bachelor’s degree AND one (1) year of qualifying experience*; OR
An associate’s degree AND three (3) years of qualifying experience; OR
Five (5) years of qualifying experience*.
Human Resource Specialist 1 (Labor Relations) – Full performance level (SG-18)
A doctorate; OR
A master’s degree AND one (1) year of qualifying experience*; OR
A bachelor’s degree AND two (2) years of qualifying experience*; OR
An associate’s degree AND four (4) years of qualifying experience*; OR
Six (6) years of qualifying experience*.
Qualifying experience for Human Resource Specialist 1 (Labor Relations) & Trainees: Directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
Competitive Minimum Qualifications You must be reachable for appointment on the Public Administration Traineeship Transition Program, Professional Career Opportunities, PCO – Diversity, or PCO - Select Titles eligible list.
Transfers For a 70.1, 52.6, or 70.4 transfer to a Human Resource Specialist 1 (Labor Relations), (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-18 or above, SG-16 or above for a Trainee 2, SG-14 or above for a Trainee 1, depending on qualifications.

The position may be filled at the Human Resources Specialist (Labor Relations) Trainee 1, equated to SG‑14 ($56,665), Human Resources Specialist (Labor Relations) Trainee 2, equated to SG‑16 ($63,180), or full performance Human Resources Specialist 1 (Labor Relations), SG‑18 ($67,119) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 (Labor Relations), SG‑18 following successful completion of the traineeship.

Working knowledge of the principles and practices of personnel administration, particularly as practiced under the provisions of the New York State Civil Service Law and Rules.
Working knowledge of organizational principles.
Working knowledge of pertinent provisions of New York State Civil Service Law and Rules, the Attendance Rules, and applicable agency rules, regulations and directives governing the personnel function in assigned area(s).
Ability to establish rapport with agency staff and colleagues.
General knowledge of investigative tools and techniques.
Possesses an attention to detail.
Ability to organize and analyze facts, and to draw logical conclusions.
Ability to identify and resolve personnel problems.
Ability to communicate orally and in writing for the purpose of explaining and supporting personnel requests, recommendations, and actions.

Telecommuting The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
