We encourage you to consider joining NCDOT where our work not only serves the citizens of North Carolina but has an impact on our world through all modes of transportation.**Description of Work**This position is an Engineer III located in the Prequalification Section of the Contract Standards and Development Unit. Prequalification of firms applies to all modes of transportation in construction and professional services. This position is responsible for managing the prequalification of Bidders, Subcontractors and Consulting Firms that wish to perform work for the Department. The Prequalification Section is the central point of contact for all reviews and evaluation requests for prequalification. This position must also be familiar with how businesses operate and with the different business structures. Duties include, but not limited to, managing daily operations in the statewide prequalification process for the department; working closely with the field staff and central units to determine any remedial actions should the contractor fail to carry out the requirements of the project, including and up to removal from the bidders list; keeping up to date on any changes required to the development and/or revision of the State General Statutes relating to Prequalification as well as the North Carolina Administrative Code. Assisting with updates to the Standard Specifications regarding prequalification and working with the other central units (i.e. Construction, and Contract Standards and Development) to ensure that all program requirements are up to date; providing day-to-day interpretation of departmental procedures, and other engineering and contractual matters to Department staff and the contracting industry; developing solutions to unique problems and situations pertaining to prequalification. Customer support to the industry by being responsible for the on-line application and any changes to the pre-qualification process that impacts on the on-line application.

The selected applicant will be expected to have:

Knowledge and understanding of engineering concepts, practices, and theories related to Highway Engineering and Construction. Thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relations considerations, and/or other related factors. Ability to determine program/project priorities, processes, and procedures. Attending pre-bid meetings with all the modes of transportation, as well as outreach on larger projects; assisting in updating the Unit’s Business and Strategic plans as it relates to Prequalification. Ability to communicate orally and in documents clearly, concisely and in an organized manner. Compile reports addressing novel or complex engineering concepts and facts such as standards/practices/codes/regulations. Ability to participate and lead as needed in the development of long-range strategic goals.**Knowledge Skills and Abilities/Management Preferences**Salary Grade and Salary Range:
