Overview
The University of Iowa Health Care is seeking a Fire and Life Safety Manager. The Fire and Life Safety Manager is responsible for the life safety compliance program of the University of Iowa Health Care, including correcting life safety and infection control deficiencies during environmental rounds, inspections of repair, maintenance and construction activities, and coordinating the above ceiling inspection permit program. The role maintains Joint Commission and other required regulatory life safety and environment of care documentation, including UI Health Care life safety drawings. The position reviews life safety plans for all construction activities and serves as the point of contact with the University life safety consultant. The Fire and Life Safety Manager investigates life safety compliance issues and communicates as appropriate. This position reports to the Director of Engineering Services.
Responsibilities
Life Safety Compliance: Maintain life safety required documentation for Joint Commission and regulatory agencies; maintain accuracy of life safety drawings; maintain above ceiling permit program; review and approve interim life safety measures/precautions.
Infection Control Risk Assessment Program: Participate in the Infection Control Risk Assessment Committee and associated responsibilities; review and approve ICRA applications and modifications; inspect maintenance, repair and construction locations for life safety, ILSM and infection control compliance.
Above Ceiling Inspection Program: Review/approve/disapprove permit applications; inspect above ceiling permit locations for compliance.
Verbal and Written Communication Skills: Proficient with Microsoft Excel and Word; competent with using mobile communication devices; communicate non-compliances to appropriate management; coordinate with department leadership to achieve scheduled shutdowns and construction schedules; communicate with AHJ during scheduled and non-scheduled surveys.
Financial Management: Manage expenditure of capital and non-capital funds; adjust operation and scope of work to maintain budget with focus on the unit\'s strategic goals; develop and support life safety budget as part of the Engineering Services operational budget.
Human Resources Management: Provide continuous training and coaching; delegate duties as appropriate; provide purpose, direction and motivation through leadership; hold supervisors and contractors accountable for high performance and engagement; articulate expectations, monitor performance and provide feedback consistently.
Planning/Programming: Develop actionable programs and plans; recommend procedures for preventative, routine and predictive maintenance; promote proactivity and prioritization; coordinate duties among units; identify and track data and inspection results; maintain procedural, operational, and budget records.
Operational Management Regulation/Compliance: Review and approve procurement of parts and supplies; ensure compliance with policies and procedures; maintain safety standards; oversee updates to operations and maintenance procedures; oversee vendor contracts; determine staffing levels and structures; execute departmental plans and goals.
Education or Equivalency Required
Master’s Degree; or an equivalent combination of education and experience.
Required Qualifications
3-5 years of experience in an environment with regulatory or compliance responsibilities.
Excellent verbal and written communication skills.
Excellent attention to detail and organizational skills.
Proficiency with Microsoft computer applications.
Valid driver’s license and authorization to drive UI Fleet Services vehicles when necessary.
Desired Qualifications
Master\'s Degree in Engineering, Architecture, Construction Management or an equivalent combination of education and experience.
Experience managing a life safety program in a healthcare setting, including management of a Joint Commission Statement of Conditions or similar program.
Experience organizing and conducting Joint Commission pre-accreditation mock internal surveys, regular environmental rounds, and maintaining records for regulatory compliance.
Experience escorting the Joint Commission and CMS staff during accreditation surveys.
Experience coordinating and leading Infection Control Risk Assessment and Interim Life Safety or similar committees in a healthcare environment.
Knowledge of codes and procedures applicable to hospitals (e.g., TJC, OSHA, DOT).
Demonstrated supervisory experience and project coordination.
Understanding of hospital policies, procedures and services to communicate effectively with patients, guests and staff.
