The University of Iowa Health Care is seeking a Fire and Life Safety Manager. The Fire and Life Safety Manager is responsible for the life safety compliance program of the University of Iowa Health Care. Responsible for correcting life safety and infection control deficiencies during environmental rounds, inspections of repair, maintenance and construction activities. Oversees and coordinates above ceiling inspection permit program. Maintains joint commission and other required regulatory life safety and environment of care assigned documentation and compliances including the UI Health Care life safety drawings. Responsible for the review of life safety plans for all construction activities and is point of contact with the University life safety consultant. Investigates life safety compliance issues and communicates as appropriate. Must be able to move objects, and use abdominal and lower back muscles to provide support over time without fatigue. Constant movement and use of limbs; this position requires good manual dexterity, coordination and stamina. The Fire and Life Safety Manager will report to the Director of Engineering Services.
Life Safety Compliance
Maintain life safety required documentation for joint commission and regulatory agencies
Maintain accuracy of life safety drawings
Maintain above ceiling permit program
Reviews and approves interim life safety measures/precautions.
Infection Control Risk Assessment Program
Participates in the Infection Control Risk Assessment Committee and associated responsibilities.
Review and approve ICRA applications and modifications.
Inspect maintenance, repair and construction locations for life safety, ILSM and infection control compliance.
Above Ceiling Inspection Program
Review/approve/disapprove permit applications
Inspect above ceiling permit locations for compliance.
Verbal And Written Communication Skills
Proficient with Microsoft Excel and Word
Competent with using mobile communication devices, i.e., cell phone; iPad, etc.
Ability to communicate to appropriate management non‑compliances in need of correction
Capable of communicating with department leadership to achieve scheduled shutdowns and construction schedules
Ability to communicate with AHJ during scheduled and non‑scheduled surveys
Financial Management
Manage expenditure of capital and non‑capital funds and adjust operation and scope of work to maintain budget while maintaining focus on the unit's strategic goals and direction. Develop and support life safety budget as part of the Engineering Services operational budget.
Human Resources Management
Provide continuous comprehensive training and coaching opportunities for delegation of duties when appropriate. Provide purpose, direction and motivation through leadership and coaching to accomplish goals. Hold supervisors and contractors accountable for high performance and high engagement by articulating expectations, monitoring performance and providing feedback/recognition consistently across areas of responsibility.
Planning/Programming
Develop achievable, workable programs and plans of action by an authentic appraisal of personnel, contractors, materials, and expectations. Develop and recommend procedures for preventative, routine and predictive operational and/or maintenance plans. Foster and promote a culture of proactivity, prioritization and responsiveness. Coordinate duties among work units; may manage two or more service units. Identify and track data and inspection results regarding services, processes and personnel. Maintain procedural, operational, and budget records.
Operational Management Regulation/Compliance
Review and approve procurement of parts, supplies and other inventory to assure compliance with policies and procedures. Provide specialized knowledge in area of expertise. Maintain safety standards to assure compliance with applicable codes and regulations and provide a safe work environment. Oversee and approve updates to operations and maintenance procedures. Recommend, review and oversee vendor service contracts. Determine appropriate staffing levels and structures. Execute and implement departmental plans and goals.
Education Or Equivalency Required
Master’s Degree; or an equivalent combination of education and experience.
Required Qualifications
3–5 years of experience working in an environment that requires regulatory or compliance responsibilities.
Excellent verbal and written communication skills.
Excellent attention to detail and organizational skills.
Proficiency with Microsoft computer applications.
Valid driver’s license and authorization to drive UI Fleet Services vehicles when necessary.
Desired Qualifications
Master's Degree in Engineering, Architecture, Construction Management or an equivalent combination of education and experience.
Experience managing a life safety program in a healthcare setting which includes management of a Joint Commission Statement of Conditions or similar program.
Prior experience organizing and conducting Joint Commission pre‑accreditation mock internal surveys, regularly scheduled environmental rounds and maintaining records for regulatory compliance.
Prior experience escorting the Joint Commission and CMS staff during accreditation surveys.
Prior experience coordinating and leading Infection Control Risk Assessment and Interim Life Safety or similar committees within a healthcare environment.
Knowledge of various codes and procedures, etc., that applies to hospitals such as TJC, OSHA, DOT, etc.
Demonstrated supervisory experience and project coordination.
Knowledge and understanding of hospital setting, policies, procedures and services in order to effectively communicate with patients, guests and staff.
