Overview
Join the Texas Health and Human Services Commission (HHSC) as the Program & Advisory Committee Coordinator within the Office of Aging and Disability Resource Centers (OADRC). This role supports statewide ADRC program operations, advisory committee governance, stakeholder engagement, and policy implementation to benefit the ADRC network across Texas. Responsibilities
Statewide ADRC Policy and Program Support: provide advanced policy analysis, program development, and technical assistance; analyze program performance data, quality metrics, stakeholder feedback, and compliance requirements; develop and distribute program guidance, tools, and implementation resources in collaboration with HHSC and ADRC partners; interpret statutes, regulations, and HHSC policies affecting ADRC operations; advise leadership on requirements and policy implications to ensure compliant statewide implementation. Advisory Committee Operations and Governance: coordinate operational, logistical, and governance support for the Texas Respite Advisory Committee (TRAC); schedule meetings (virtual and in-person), develop agendas and materials, ensure accessibility; liaise with the HHSC Advisory Committee Coordination Office to post notices, distribute invitations, and disseminate communications; maintain meeting records and archives in line with records retention and audit standards; manage member appointment processes and support executive briefings and recommendations to HHSC leadership. Legislative Liaison: serve as the main contact for legislative inquiries; coordinate responses, analyze bills, handle information requests, and address session-related inquiries in accordance with policies and timelines; guide internal staff through legislative processes and address constituent concerns with transparency and service quality. Program Operations: independently evaluate and resolve complex ADRC program issues with statewide or multi-regional impact; assist in developing and revising rules, policies, procedures, manuals, curricula, and guidance; collaborate with providers and HHSC entities to implement changes from new or amended statutes, regulations, or directives; facilitate cross-functional coordination to minimize disruption to service delivery. Communication and Outreach: represent the ADRC program statewide; foster partnerships with community organizations, professional associations, and public stakeholders; create and present high-quality presentations, reports, and training materials; prepare executive summaries and leadership analyses to communicate program status and policy implications; support the program Help Desk by triaging inquiries. Reimbursement Validation: oversee the validation process for provider reimbursements to ensure compliance with grant requirements and financial guidelines; uphold program integrity and accountability in funding processes. Other Duties as Assigned: perform additional duties to support ADRC priorities. Qualifications
Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in business administration, public health, healthcare administration, or related field is preferred. Six years of relevant experience may substitute for the education requirement. At least two years of experience analyzing or reviewing state and federal regulations. At least one year of experience leading or coordinating meetings across large organizations. At least one year of experience with legislative bill analysis. Additional Information
