ACG Cares
Hillsborough Transit Authority (HART) of Tampa Bay, Florida
is currently seeking a creative, highly motivated individual to serve as
Chief Financial Officer (CFO) HART is entering a new era of financial strength, modernization, and strategic execution—and we are seeking a Chief Financial Officer to help lead what comes next. Over the past year, HART secured more than $72 million in federal funding, including the two largest grants in agency history, strengthened reserves to 125% of required operating levels, modernized financial controls, and positioned the agency for long-term infrastructure and service reliability investments. This is not a turnaround role—it is a build-forward opportunity. As CFO, you will serve as a strategic partner to the CEO and executive team, helping ensure that every dollar advance HART’s mission, supports measurable outcomes, and delivers lasting value to the Tampa Bay region. This role goes well beyond managing the books. It is about financial leadership at scale—aligning capital strategy, operating discipline, compliance, and innovation to support a growing, high-impact public transportation system. What You’ll Lead
Strategic financial planning that supports major capital investments, fleet modernization, and long-range infrastructure development Stewardship of historic federal funding awards and continued partnership with FTA and FDOT A modern, accountable financial framework that balances compliance, performance, and transparency Strong reserve management and fiscal sustainability in a high-growth region Development of a forward-looking finance team that supports operational excellence across the agency What We’re Looking For
A proven public-sector or transportation finance leader with experience managing complex budgets and capital programs A CFO who understands that financial excellence is a strategic function, not just a control function A collaborative leader comfortable working side-by-side with executive leadership, governing boards, and external partners Someone energized by scale, impact, and the opportunity to help shape the future of mobility Why HART
HART is one of the fastest-modernizing transit agencies in Florida, serving a region of more than 1.4 million residents. Recent investments in fleet, facilities, technology, and workforce development are already improving reliability, safety, and customer experience—and more is ahead. For the right financial leader, this role offers the chance to: Lead at a moment of unprecedented financial strength Shape how public dollars translate into real-world outcomes Help chart a smarter, more connected future for Tampa Bay If you’re a CFO who wants your work to matter—and your leadership to leave a mark—HART is ready for you. REQUIREMENTS
Education and Experience
Bachelor's degree in finance, accounting, or related field is required. Advanced degree is preferred. At least ten (10) years of finance experience, ideally in a leadership role within a government, nonprofit, or similarly structured entity, and covering areas such as accounting, budget, grants administration, and treasury. A minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff. Machines, Tools, & Equipment Used
