A vacancy exists in the Department of Recreation and Parks for a Recreation Community Programming Supervisor I in the Therapeutic Program.

Pay Schedule VI, Grade 26, Regular Schedule: 35 hours per week

Definition of Responsibility Assists the Human Services Program Supervisor and the Regional Coordinator in planning, organizing, and supervising therapeutic recreation and parks programs, and the operation and maintenance of community recreation facilities.

Job Purpose Under general supervision, helps in managing therapeutic programs and operations of a recreation center or related facility.

Develop and implement comprehensive therapeutic recreational programs that meet the needs and interests of constituents County -Wide.

Plan, organize, and coordinate a variety of therapeutic recreational activities, including sports leagues, fitness programs, arts and crafts, and special events.

Collaborate with community organizations and partners to enhance program offerings and promote participation.

Recruit, train, supervise, and evaluate program coordinators and staff members.

Develop and manage program budgets, ensuring resources are allocated efficiently.

Maintain and update program policies and procedures to ensure compliance with safety regulations and industry standards.

Conduct regular evaluations and assessments of program effectiveness and make recommendations for improvements.

Provide excellent customer service to program participants, addressing inquiries, concerns, and feedback promptly and professionally.

Foster a positive and inclusive environment that promotes teamwork, creativity, and personal growth.

Stay up-to-date with trends and best practices in the field of recreation and parks management.

Required Education and Experience Graduation from an accredited college or university with a bachelor’s degree in recreation and parks, physical education, business or public administration, behavioral or health sciences, education, or a closely related field.

(Experience as described in Examples of Essential Duties may be substituted on a year-for-year basis for the required education.)

Preferred Qualifications Bachelor’s degree in Recreation and Parks Administration, Sports Management, or a related field.

Minimum of 1 year of experience in therapeutic program development and management, preferably in a recreational setting.

Strong leadership and supervisory skills, with the ability to motivate and inspire a team.

Excellent organizational and time management abilities, with the capacity to prioritize tasks and meet deadlines.

Knowledge of therapeutic programming principles, techniques, and trends.

Familiarity with budgeting, financial management, and resource allocation.

Effective communication and interpersonal skills, with the ability to interact with diverse groups of individuals.

Proficiency in computer applications related to program management and reporting.

CPR and First Aid certification (or willingness to obtain).

Knowledge, Skills and Abilities (Entry Level)

Knowledge of the principles, practices, and theory of therapeutic programming, recreational, and leisure activities.

Ability to manage a recreation center, park, or related facility.

Ability to supervise and train staff.

Ability to recruit, train, and guide volunteers.

Ability to supervise the receipt and accounting of fees.

Ability to gather fiscal data and prepare financial reports.

Ability to assist in the planning, organizing, and supervising of recreation and parks programs for a community.

Ability to establish and maintain good working relationships with the public, other agencies, and co-workers.

Ability to communicate effectively. Ability to represent the department at meetings.

Knowledge of County and departmental rules, regulations, policies, and procedures.

Knowledge of departmental recreation and parks programs, services, and operations.

Knowledge of the principles and practices of managing a recreation facility.

Skill in the management of a recreation center, park, or related facility.

Skill in recruiting, training, and guiding volunteers.

Skill in supervising the receipt and accounting of fees.

Skill in gathering fiscal data and preparing financial reports.

Skill in assisting in the planning, organizing, and supervising of recreation and parks programs for a community.

Proof of Licenses, Certifications, and Education Possession of a valid license equivalent to a non-commercial Class C Maryland Driver’s License is required at the time of appointment.

EXAMINATION PROCEDURE Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their application and supplemental questionnaire. Applicants are advised to state the dates, duties, and responsibilities of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment The work entails travel to recreation and park sites, facilities, and meetings throughout the County.

Possession of a valid license equivalent to a Non-Commercial Class C Maryland Driver’s License is required at the time of appointment. Employees in this classification may be assigned to work nights, evenings, weekends, and holidays as needed.

The work hours and weekly schedule may vary week to week, on weekends, and seasonally.

Physical and Environmental Conditions The work of this classification entails some physical labor, including walking over rough and uneven surfaces in the inspection of facilities and grounds, and some lifting and carrying of items.
