Vacancies Several vacancies exist in the Department of Recreation and Parks for Recreation Activity Center (RAC) Leaders. Current and future vacancies within this class may be filled from the list of eligible applicants.

Definition of Responsibility Supervising, coordinating, organizing, and overseeing various recreational and park programs while ensuring the efficient operation and maintenance of community relations and facilities.

Essential Job Duties

Assists in the coordination, planning, promoting, scheduling, and evaluating of a variety of recreation activities and special events in a heavily programmed recreation activity center.

Plans and leads a diversified program of indoor and outdoor activities in the following categories: cultural arts, fitness, hobbies, performing arts, sports, and socialization.

Meets with participants of recreation activity center programs to determine leisure activity needs.

Participates in recreation activity center activities.

Chaperones field trips taken by recreation activity center participants.

Interacts with recreation activity center program participants.

Assists children with completing homework.

Inspects facilities to make certain that structures, areas, and equipment are safe, adequate, and functioning properly.

Recruits, trains, and coordinates the work of occasional staff and volunteers.

Provides site supervision and oversees daily operations in the absence of a RAC Coordinator.

Provides basic first aid when necessary and responds to emergencies according to protocol.

Communicates effectively with participants, parents/guardians, and other staff members.

Maintains accurate records of attendance, incidents, and food service logs.

Assists in the setup, operation, and clean‑up of recreation programs and events.

Examples of Other Duties Performs other related duties as required.

Education and Experience Possession of a high school diploma or an appropriate equivalent.

Plus one year of successful experience as a recreation leader, recreation specialist, teacher assistant, social worker or counselor in a closely related field, or one year of experience in education as a teacher.

Preferred Qualifications

Completion of at least 30 credit hours from an accredited college or university.

Possession of valid CPR and first aid certifications.

Possession of a valid ServSafe Food Handler certification.

Knowledge, Skills, and Abilities (Entry Level)

Knowledge of the needs, capabilities, and interests of diverse youth groups and individuals.

Basic knowledge of the organization of clubs, entertainment, leagues, and tournaments.

Knowledge of CPR and first aid.

Skill in completing forms and reports.

Good interpersonal skills.

Skill in developing recreation activities.

Ability to organize and schedule a variety of recreation programs directed towards at‑risk youth.

Ability to implement activities conducted at a recreation activity center.

Knowledge, Skills, and Abilities (Full Performance)

Knowledge of County and departmental policies, procedures, regulations, and rules.

Knowledge of departmental recreation and parks programs, services, and operations.

Knowledge of the objectives and theory of neighborhood recreation programs.

Basic knowledge of community, human, and social services assistance programs.

Knowledge of CPR and first aid.

Skill in conducting recreation and education activities.

Skill in handling hostile individuals and individuals experiencing a crisis.

Skill in administering CPR and first aid.

Ability to handle hostile individuals and crises.

Ability to lead and supervise volunteers.

Ability to administer CPR and first aid.

Licenses and Certificates Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment.

Must earn and maintain valid CPR and first aid certifications within 10 months of appointment.

Must earn and maintain a valid ServSafe Food Handler certification within 10 months of appointment.

Proof of Licenses, Certifications and Education Applicants are required to submit proof of professional licenses, certifications, and education to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their application and supplemental questionnaire. Work Schedule Employees in this classification may be assigned to work evenings, holidays, nights, and weekends as needed. Employees must maintain valid CPR and first aid certifications throughout employment. Employees who do not maintain valid CPR and first aid certifications are subject to disciplinary action, up to and including termination. Employees must obtain and maintain a valid ServSafe Food Handler certification within 10 months of appointment. Employees who do not obtain a valid ServSafe Food Handler certification within 10 months of appointment are subject to disciplinary action, up to and including termination.

Physical and Environmental Conditions The work of this classification entails walking over rough and uneven surfaces in the inspection of facilities and grounds, and infrequent exposure to adverse weather while conducting outdoor public programs and events. Some lifting and carrying are required in preparing for programs and events. Administering CPR and first aid, handling and serving food to participants of recreation activity center programs.

Medical Examination and Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
