Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs each employee to receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits monthly. Responsibilities Under the direction of Supervisor I in the Planning, Monitoring, and Data Section (PMDS), the Analyst II carries out a variety of functions to support the mission of the California Department of Aging (CDA) and oversee California’s Area Agencies on Aging (AAA). Responsibilities include leading and coordinating technical assistance, monitoring, information dissemination, training, issue identification and resolution. The Analyst participates in team decision‑making, strategy formulation, and problem resolution, requiring strong analytic and communication skills, and broad knowledge of programs for older adults, adults with disabilities, and their caregivers.

Desirable Qualifications
Knowledge and experience of federal and state regulations related to aging services and program oversight
Experience with creating data reports and/or monitoring
Experience with preparing monitoring reports and corrective action recommendations
High degree of independence and sound decision‑making skills under pressure
Initiative, tact, originality, and good judgment
Excellent communication, customer service, and organizational skills with attention to detail
Ability to analyze data and assess program effectiveness, contractor performance, and adherence to project goals
Strong attention to detail in reviewing contracts, reports, and other program documents
Ability to identify issues and proactively develop solutions in a fast‑paced, regulated environment
Working Conditions The physical work location is the department’s headquarters at 2880 Gateway Oaks Drive, Natomas. Duties require sitting for long periods while using a personal computer and reviewing documents, and attending meetings (digital or in person). Statewide travel up to 25% may be required.
Department Information The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers, and long‑term care residents statewide. CDA administers funds under the Older Americans Act, the Older Californians Act, and through the Medi‑Cal program. Governor Gavin Newsom issued Executive Order N‑14‑19, creating a Master Plan for Aging—CDA plays an integral part in its development and implementation.
