Homeland Security Policy Analyst – Analyst II
California Governor’s Office of Emergency Services (Cal OES) Location : Mather Campus, Mather, CA Work Schedule : Hybrid (up to 1 day remote per week) Term : 12‑month limited term, extendable up to 24 months or permanent. Key Responsibilities
Analyze homeland security trends, policies, and programs to identify opportunities for enhancing California’s security posture. Support the development and implementation of the State Homeland Security Strategy by tracking progress, analyzing effectiveness, and recommending improvements. Coordinate with Homeland Security Advisory Committee (HSAC) members and working groups to facilitate capability‑based approaches to homeland security challenges. Manage relationships with federal, state, local, tribal, territorial, and private sector partners to ensure unified coordination of homeland security activities. Develop comprehensive analytical reports and briefings for Cal OES leadership on emerging threats, policy impacts, and strategic initiatives. Monitor federal actions, regulations, and policies to assess potential impacts on California’s homeland security programs. Minimum Qualifications
Bachelor’s degree in public policy, homeland security, emergency management, or related field (or equivalent experience). Three (3) years of progressively responsible experience in homeland security policy, emergency management, or related field. Proficiency with policy research and analysis, stakeholder engagement, and strategic planning. Knowledge of California homeland security enterprise and relevant federal and state policies. Strong analytical, written, and oral communication skills. Desirable Qualifications
Demonstrated knowledge of federal and state homeland security enterprise. Proven ability to lead projects independently and complete tasks with minimal supervision. Excellent oral and written communication skills, including proficiency in research and policy writing. Strong organizational skills with capacity to prioritize, multitask, and meet deadlines in a dynamic environment. Proficiency in Microsoft Office Suite, Teams, and Adobe Acrobat. Benefits
