Child and Youth Program (CYP) Operations Clerk Summary

The purpose of the Child and Youth Program (CYP) Operations Clerk is to serve as a contact point for information and perform clerical and administrative tasks in support of the CYP, which includes Child Development Centers (CDCs), Child Development Homes (CDH), School Age Care (SAC) programs, Youth Programs (YP), Resource and Referral (R&R) Program, and the US Department of Agriculture (USDA) Food Program.

Responsibilities

Record Keeping and Reporting: Handle administrative duties for CYP, preparing and maintaining reports and financial data; manage child registration, enrollment, and USDA food program records.

Front Desk and Liaison: Primary point of contact, logging children in and out, answering questions, processing background check paperwork, maintaining office files, resolving record discrepancies, and providing required information to agencies.

Fees and Supplies: Collect fees and charges, record payments, notify supervisor of delinquent payments, complete daily activity report, ensure proper deposit of funds, monitor supplies and notify supervisor of items to order.

Reporting to authorities: Serve as mandatory reporter to Family Advocacy and Child Protective Services per local policy.

Other duties as assigned.

Requirements

Must be 18 years of age or older with a high school diploma or equivalent.

Complete required training certificates and maintain certifications/credentials required by Federal, State, and/or national accreditation institutions used in DoD Child and Youth Programs.

Pass pre‑employment physical, provide immunization evidence, be free of communicable diseases.

Proof of education if not provided at time of application.

Successfully pass E‑Verify employment verification check and resolve any discrepancies.

Meet federal suitability requirements including successful background investigation.

Qualifications

Knowledge of administrative support functions, general office automation software, and military CDC, CDH, SAC, YP, R&R and USDA Food Programs.

Ability to maintain a computerized database; working knowledge of CYMS or equivalent system.

Skill in cash handling.

Two (2) years of administrative experience.

Effective communication in English, both verbally and in writing.

Education Minimum 18 years of age; High School Diploma or equivalent and two (2) years of administrative experience. Must provide a copy of your HS diploma, GED, or college transcripts.

Additional Information Commander, Navy Installations Command is a Drug‑Free Federal Workplace. Non‑U.S. citizens with fewer than three years of recent residential history in the U.S. may be ineligible.

Some positions may require a one‑year probationary period and participation in Direct Deposit within 30 days of employment.
