Minimum Education & Experience

Bachelor’s degree in Business, Engineering, Computer Science, or an IT‑related field AND three years of IT or project management experience; OR seven years of IT or project management experience; OR a combination of relevant experience and education that meets the equivalent requirement.

Industry Knowledge

Certification: Certified Product Owner (CPO)

Degree Equivalency Clause Four years of direct experience can substitute for a bachelor’s degree. The Florida Senate’s SB 1310 limits the number of experience years that may replace postsecondary education, detailed in the employer’s policy specifying limits for associate, bachelor’s, master’s, professional, and doctoral degrees. Work experience does not substitute for licensing, certification, or registration requirements indicated for the position.

Responsibilities

30% Customer / Stakeholder Relations: Provides strategic consultation and participates in quality reviews, offering feedback, advising on options, risks, costs vs. benefits, and impacts on end‑user products and services. Creates reports and communications for stakeholders and senior management, devises plans integrating system components, sets a clear product vision, and negotiates stakeholder issues.

30% Project Management and Product Backlog: Leads complex, high‑visibility projects across diverse applications, analyzes enterprise‑wide problems, identifies requirements, and develops alternative solutions. Establishes strategic goals, builds shared vision, forecasts trends, and defines strategic choices. Uses prioritization methods such as MoSCoW, story mapping, Kano, and others to balance value, cost, and risk. Creates business models, roadmaps, launch strategies, and conducts SWOT and competitive analyses. Guides Product Owners in requirement gathering and prioritization.

10% Review/Testing: Writes and approves acceptance criteria, provides final acceptance of user stories, and creates/validates prototypes.

10% Agile Project Management: Understands and applies Scrum and other Agile methodologies, ensures effective project execution, and partners with the Scrum Master to maintain continuous improvement.

15% Mentorship: Mentors and guides Product Owners, reviews their project management, identifies improvement areas, and gradually increases their autonomy.

5% Performs other duties as assigned. Additional tasks as required.
