Essential Expertise and Scope of Work
Requirements Elicitation and Specification (8+ Years Required)
BA Experience: 8 years of IT Business Analyst working experience (Required)
Core Requirements: Extensive experience in developing business requirements, functional requirements, and non-functional requirements (Required)
Methodologies: Demonstrated knowledge of both traditional Waterfall and Agile methodologies (Required)
Elicitation: Conduct interviews, workshops (facilitated workshops), questionnaires, surveys, use cases, and scenarios to gather customer requirements.
Modeling: Experience creating workflows using formal notation such as BPMN (Required)
User Stories: Extensive experience in converting requirements into use cases and user stories with acceptance criteria (Required)
Documentation: Translate conceptual requirements into clear specifications; develop and utilize standard templates; and create process models, diagrams, and charts.
Stakeholder Management & Quality Assurance
Intermediary Role: Act as the intermediary between business and IT, defining user requirements and identifying unarticulated business needs.
Review & Quality: Develop and conduct peer reviews of requirements; review and provide feedback on OMES module contractor's deliverables to ensure quality.
Traceability: Experience developing Requirements Traceability Matrix (Required)
Risk & Negotiation: Strong risk assessment, problem resolution, negotiation, and influencing skills (Required)
Solution Collaboration: Work with technical teams in creating prototypes and codesigning innovative solutions.
Systems & Domain Experience
Broad IT Experience: 10-14 years of broad IT domain experience in three or more areas: Applications Development, Enterprise/Solution Architecture, Project Management, Vendor Management, Quality Assurance, Infrastructure, and Maintenance and Support (Required)
Domain Knowledge (Desired): 3 years of experience in Medicaid and/or healthcare systems development projects (Highly Desired)
Testing: Assist in defining and executing test cases.
Mentorship: Provide guidance and/or instruction to junior staff members.
Required Qualifications Summary
IT Domain: Experience in 3+ domains (Applications Development, Architecture, Project Management, Vendor Management, Quality Assurance, Infrastructure, Maintenance).
10-14 Years of overall IT domain experience.
Business Analysis: Over 8 years of experience in eliciting, analyzing, specifying, and validating requirements.
Requirements Development: 8+ years developing business, functional, and non-functional requirements.
Modeling/Agile: 8+ years experience with BPMN, use cases, user stories with acceptance criteria, and proficiency in Waterfall and Agile methodologies.
