Position Description
Business Analyst 3 – Onsite, at Asash Enterprises, LLC. Interview will be conducted via Teams.
This role will serve as a Senior Business Analyst for the Ohio Department of Medicaid (ODM) Office of Information & Technology Services (ITS).
The analyst will work on ITS in‑house projects and contribute to implementation projects for the Ohio Medicaid Enterprise Systems (OMES) modules as required.
Responsibilities
Act as the intermediary between business and IT, using a deep understanding of business processes and technology to help business partners achieve desired outcomes.
Elicit, analyze, specify, validate and prioritize high‑level and detailed business requirements.
Conduct workshops, questionnaires, surveys, workflow storyboards, use cases, and other methods to gather customer requirements.
Identify unarticulated business needs and coordinate stakeholder groups to address them.
Collaborate with project sponsors to determine project scope, vision, impact criteria, and metrics.
Develop and use standard templates for requirement specifications, ensuring completeness, consistency, comprehensibility, feasibility, and conformity to standards.
Create process models, specifications, diagrams, and charts to guide developers and the project team.
Assist in defining and executing test cases and in reviewing feedback on deliverables to ensure quality.
Communicate changes, enhancements and modifications of business requirements verbally or in written documentation to managers, sponsors and stakeholders.
Track the status of requirements throughout the project lifecycle, enforce and redefine them as necessary.
Provide consultative support on business‑led technology initiatives, and work with the technical team on prototypes and co‑design of innovative solutions.
Offer guidance and instruction to junior staff members and perform any other duties as assigned.
Required Skill Sets
BS/BA degree or equivalent combination of education and experience.
10‑14 years of broad IT domain experience in at least three of: Applications Development, Enterprise/Solution Architecture, Project Management, Vendor Management, Quality Assurance, Infrastructure, and Maintenance & Support.
8+ years of IT Business Analyst experience, especially in developing business, functional and non‑functional requirements.
Experience conducting facilitated workshops for requirements gathering and analysis with multiple entities.
Experience creating workflows using formal notation (e.g., BPMN).
Extensive experience converting business and functional requirements to use cases and user stories with acceptance criteria.
Strong knowledge of both Waterfall and Agile methodologies.
Ability to quantify resource requirements and communicate proposed project benefits.
Experience developing report/dashboard specifications.
Experience developing a requirements traceability matrix.
Strong organizing, writing, analytical, problem‑solving, risk assessment, negotiation and influencing skills.
Excellent written and oral communication skills when interacting with technical and business teams.
Desired Skill Sets
IIBA‑certified Business Analyst.
3+ years in Medicaid and/or healthcare systems development projects.
Strong interpersonal communication skills, including negotiation and diplomacy.
Ability to work independently and as part of a team, prioritizing tasks under pressure.
Strong customer‑service orientation and continuous improvement mindset.
