Summary Under general direction of the Finance Director, City Manager or other assigned senior Finance staff, performs a variety of complex accounting tasks and functions. This fully professional position within the Accounting series requires a degree in accounting. It provides technical advice to less experienced colleagues but is not a supervisory role.

Description Full‑time. FLSA: Non‑Exempt.

Responsibilities

Prepare, calculate, and process City-wide payroll; prepare PERS retirement contributions of all vested qualified employees on a biweekly basis.

Prepare and post all payroll journal entries; draft and distribute allocations and post journal entries according to Bargaining Unit MOUs or approved employment agreements.

Remit and file payroll taxes and all other city‑wide tax reporting requirements.

Provide backup support for Accounts Payable and Cash Receipts when necessary.

Monitor and update City’s daily cash position: check deposits and ACH credits; conduct wire transfers and other disbursements.

Maintain general and subsidiary ledgers, journals, budgetary and cost accounting records in accordance with generally accepted accounting practices.

Maintain budgetary controls.

Maintain records for insurance enrollments, retirement funds, pay rates, hours worked and other related functions.

Reconcile health insurance invoices and prepare them for processing.

Post, maintain, and analyze records for various accounts and funds.

Assist with preparation of records and documents for state, local, and federal reporting processes and requirements.

Audit invoices, purchase orders, payrolls, and warrants; reconcile subsidiary and control accounts, bank ledgers, and fiscal statements.

Examine and verify financial documents with books of entry.

Prepare various financial reports.

Classify and code accounting source data, make adjustments, and close entries.

Provide information regarding the status of financial statements and accounts.

Perform related duties as assigned.

Minimum Qualifications

Education and/or experience that demonstrates possession of the requisite knowledge, skill and abilities. Typically a Bachelor’s Degree in Accounting, Finance, or related field plus three (3) years of related finance experience.

Knowledge of principles and practices of accounting; budgets and financial statements; accounting codes and posting procedures; payroll rules and regulations; GAAP and GASB Standards; CALPERS guidelines; Bargaining Units and MOU guidelines.

Ability to perform complex detailed accounting work quickly and accurately; provide technical leadership in posting and maintaining ledgers; communicate effectively verbally and in writing; maintain effective working relationships; operate Microsoft Office, computing systems; handle multiple priorities and project coordination.

Physical Demands & Work Environment Physical demands: regularly required to sit, use hands, reach, talk, and hear. Occasionally required to stand and walk. Must regularly lift and/or move up to 10 pounds and occasionally up to 25 pounds. Specific vision abilities: close vision, ability to adjust focus.
