Base pay range $56,655.00/yr - $83,286.00/yr
Duties Description Under the supervision of a Human Resources Specialist 2, the Human Resources Specialist 1 will perform general personnel activities: staffing, classification, recruitment, exam planning, and employee services. The DOT Personnel Bureau serves over 8,000 employees.
Duties Include But Are Not Limited To
Assist in managing workforce through appointments, promotions, transfers, reinstatements and terminations; develop requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases, and special salary treatments as assigned.
Interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan and other official references to perform a wide variety of HR activities.
Participate in recruitment activities and events.
Serve as liaison in exam planning, coordinating between program areas and the NYS Department of Civil Service.
Effectively communicate with candidates, responding promptly to inquiries and providing information on appointment processes.
Review tentative classification standards and coordinate with program staff for comments.
Participate in large workforce initiatives such as Seasonal Hiring and Reductions in Force.
Ensure timely completion of probation reports and guide managers on probationary termination procedures.
Develop and deliver standardized guidance for internal staff.
Assist with special projects or assignments as needed.
The incumbent must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Human Resources Specialist Trainee 1 Four years of experience performing and supervising various HR activities such as staffing services (recruitment, examination, placement), position classification and compensation, and employee services (benefits, health & safety, counseling, recognition).
Human Resources Specialist Trainee 2 Five years of experience performing and supervising diverse HR activities as above.
Human Resources Specialist 1 Six years of experience performing and supervising diverse HR activities as above.
Substitutions
Associate degree may substitute for two years of experience.
Bachelor’s degree may substitute for four years of experience.
Master’s degree may substitute for five years of experience.
Doctorate may substitute for six years of experience.
Additional Comments Applicants must be currently authorized to work in the United States on a full‑time basis. For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment without examination, but all candidates must meet the minimum qualifications.
