Communication, Surveillance, and Safety Coordinator – YSS III State of Colorado – Division of Youth Services (DYS)

This position serves as the primary liaison for the body‑worn camera (BWC) program and oversees all surveillance and safety equipment. The Coordinator models compliance with DYS policy and ensures privacy, equitable treatment of youth, and accurate documentation. Responsibilities include:

Establish and maintain staff user profiles with the BWC company; manage transitions during personnel changes.

Define expectations and accountability for BWC usage; address when cameras may be disabled.

Review and analyze videos from BWC, stationary cameras, radios, DVRs, and other equipment for incidents, investigations, and compliance.

Train and coach staff on incident response, de‑escalation, and documentation per DYS policy.

Provide verbal and written operational instructions for daily safety protocols; evaluate incidents and coordinate crisis response.

Conduct safety drills and enforce emergency response protocols, including fire, medical, and pandemic procedures.

Ensure physical plant sanitation, security, and adherence to DYS and CDHS policies.

Audit incident reports for accuracy, completeness, and compliance with abuse/neglect criteria.

Maintain consistent communication with internal/external stakeholders and uphold a safe, respectful cultural climate.

Qualifications

High school diploma or GED.

At least two (2) years of professional experience in a field related to the duties of the position.

Substitution of additional education: each year of related education counts as one year of experience.

Preferred: College education in behavioral health or juvenile justice; experience working with adjudicated or detained youth; experience facilitating psycho‑educational groups; experience with verbal de‑escalation techniques.

Strong work ethic, sound judgment, and ability to manage stressful situations.

Conditions of Employment

Background checks (CDHS, CCTV, Voter’s, drug screen, etc.) and a valid CO driver’s license.

Minimum age 21 years; no felony convictions or domestic violence history.

Shift work and occasional transportation of youth; completion of DYS training programs.

Physical ability to stand and climb stairs during shifts; willingness to intervene with youth.
