Main Purpose of Job This recruitment is for multiple full‑time positions. The position conducts on‑site surveys of providers regulated by the Office of Health Care Quality to determine compliance with federal and/or state regulations. A nurse surveyor must possess excellent communication and writing skills, including the ability to articulate clinical findings in easily understood terms. Moderate computer skills are also required. The role is an integral part of OHCQ’s mission—to protect the health and safety of Maryland residents and ensure public confidence in health care and community service delivery systems. It is a field position requiring the use of a personal vehicle to travel throughout the state; overnight stays are required at various frequencies in the different units.

Responsibilities by Unit

Federal Unit:

Investigate complaints and conduct surveys in hospitals, residential treatment centers, home health, hospice, dialysis, and ambulatory surgery centers. Usually works independently, occasionally with a team. Must complete all CMS‑mandated training programs. Majority of travel can be completed in one day, with overnight stays about 1–2 times a month.

Assisted Living Unit:

Investigate complaints or conduct surveys in assisted living programs or adult medical day‑care centers individually. Majority of travel can be completed in one day, with overnight stays about 1–2 times a month.

Developmental Disabilities Unit:

Investigate complaints or provider‑reported incidents individually or on a team for licensing or renewal surveys. Majority of travel can be completed in one day, with overnight stays about 1–2 times a month.

Long Term Care (Nursing Home) Unit:

Inspect nursing homes to determine compliance with state and federal regulations. Must complete all CMS‑required training for long‑term care facilities, including QSEP training. Experience in nursing homes or similar settings is highly desirable. Overnight stays about 8–10 times a month.

Minimum Qualifications

Education:

A Bachelor’s degree in Nursing or a related field from an accredited college or university. Candidates may substitute two years of experience as a Registered Nurse for the required education.

Experience:

None. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in nursing classifications or nursing specialty codes for one year to satisfy the education requirement.

Desired or Preferred Qualifications

Experience and training as a registered nurse.

Experience making decisions regarding compliance with state regulations.

Experience accurately documenting deficient practices.

Licenses, Registrations and Certifications

Must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing. A copy of the license or license number and expiration date must accompany the application.

Employees may be assigned duties that require operation of a motor vehicle and must hold a valid Maryland motor‑vehicle operator’s license.
