Overview The Transportation Division Manager 3 manages the Permits Section in the Right of Way Division providing complex administrative services (budgeting, accounting, purchasing, personnel, etc.). The operations, policy, work processes, and regulatory requirements are complex, varied and dynamic, requiring in‑depth analysis and interpretation of theory, principles, practices, and regulations related to the Division’s Right of Way. The scope of responsibility includes planning operations, directing staff, developing employees, evaluating unit operations, developing budget needs, researching new procedures and improvements, and interpreting statutes, regulations, and policies. The position also performs other related duties as required.

Typical Duties and Responsibilities

Plan, develop, and execute a complex mission of a statewide or major department‑wide program.

Direct the daily operations of the staff and may supervise regional or other field staff.

Interact routinely with organizations within and outside of the Division of Highways.

Develop and implement operating procedures within regulatory and statutory guidelines, and approve related forms.

Render decisions in unusual or priority situations.

Evaluate the operations and procedures of the unit for efficiency and effectiveness.

Recommend staff selection and assignment; conduct interviews and background evaluations for prospective employees.

Assist the assistant director or director with technical research studies, recommending changes to methods of operation, regulation, policies, and management.

Assist in researching new procedures and directing employees to formulate plans and recommendations for development, improvement, construction, and implementation relating to roads, bridges, highways, and other Division areas.

Determine training needs and provide training or research training opportunities.

Assist in developing the division and/or agency budget for personnel services, supplies, and equipment.

Research professional journals, regulations, and sources for improvements to agency and unit programs and procedures.

Compile data related to the operation of the unit and/or agency.

Interpret statutes, regulations, and policies to staff, managers, and the public.

Serve as witness in grievance hearings or other administrative hearings.

Prepare reports reflecting the operational status of the unit and agency programs.

Participate in department committees on behalf of executive management and in local or national conferences and meetings.

Analyze unique conditions, problems, or questions to assess program effectiveness.

Travel may be required; a valid driver’s license is required.

Skills and Knowledge

Extensive knowledge of agency or department organization, programs, and operations.

Strong understanding of management principles: organization, planning, staffing, training, budgeting, and reporting.

Knowledge of state government organization, programs, functions, and legislative processes.

Knowledge of federal, state, and local government relationships related to the program, mission, and operations.

Ability to plan, direct, and coordinate the program and administrative activities of the unit.

Ability to supervise employees within the unit.

Ability to evaluate operational situations, analyze data, and prepare administrative and policy decisions.

Ability to establish and maintain effective working relationships with other government officials, employees, and the public.

Ability to present ideas effectively, orally and in writing.

Minimum Requirements

Bachelor’s degree from a regionally accredited college or university

Six (6) years full‑time or equivalent part‑time paid administrative, supervisory, or technical experience in budgeting, accounting, information systems management, purchasing, environmental, personnel, or business operations.

Qualifications – Education and Experience Substitution

Substitution: Experience may be substituted for the required training/education through an established formula.

Substitution: Successful completion of graduate coursework may be substituted for the required experience through an established formula.
