University Medical Center of El Paso (UMC) is conducting a search for a dynamic leader to fill the Administrative Director of Human Resources (Admin Director) position. The Admin Director is a senior‑level leader responsible for assisting the Assistant Administrator of HR in oversight of the Human Resources department. Serving as the right‑hand partner to the Assistant Administrator, the Admin Director acts as a key advisor on Human Resources strategy, compliance, and operations.

The role requires a seasoned professional with comprehensive knowledge of HR functions and proven experience managing a full HR team. The Administrative Director assumes leadership responsibilities in the absence of the Assistant Administrator.

Experience, Education, and Licensing Requirements

Five years of progressive HR experience, including at least five years in a leadership role managing a full HR department. Demonstrated expertise in all HR functional areas: employee relations, recruitment, compensation, benefits, compliance, and performance management.

Master’s degree in Human Resources, Business Administration or Juris Doctor (JD) required.

Human Resources certification (e.g., SHRM‑SCP, SPHR) preferred.

Department Leadership: Under the guidance of the Assistant Administrator of HR, assists in the direction and management of all HR operations, ensuring alignment with organizational goals and compliance with applicable laws and regulations. Provides strategic guidance and operational oversight to HR staff across all functional areas.

Actively involved in the development of the hospital objectives, philosophy and strategic planning in relation to programs and trends in Human Resource Management.

Develops and recommends Human Resources policies and procedures that coincide with Hospital District strategic goals and objectives to meet the changing needs of the Hospital District.

High level analytic abilities and experience and success in staffing plans to address future organizational growth.

Employee Relations: Develops and maintains positive associate relations programs to foster engagement and resolve workplace issues effectively. Serves as a resource for conflict resolution and disciplinary actions. Responsible for the handling of associate investigations and their timely resolutions.

Recruitment & Retention: Oversees talent acquisition strategies, ensuring timely and effective hiring processes. Implements retention initiatives to reduce turnover and enhance employee satisfaction. The exit interviews will be a critical aspect of this.

Compensation & Benefits: Manages wage and compensation programs, ensuring market competitiveness and internal equity. Oversees administration of employee benefits programs and compliance with regulatory requirements.

Performance Management: Guides performance evaluation processes and supports leadership in employee development planning.

Compliance & Reporting: Ensures adherence to federal, state, and local employment laws and regulations. Prepares and analyzes HR metrics and reports for leadership decision‑making.

Leadership Backup: Acts as the primary delegate for the Assistant Administrator of HR during absences, maintaining continuity of leadership and decision‑making.

Directs department in compliance with established policies and procedures of the Hospital, regulations or applicable regulatory agencies and The Joint Commission standards.

Has full management responsibilities.

Extensive knowledge of Human Resources principles and procedures including laws, regulations and standards.

Ability to strategize, plan, organize, develop and implement complex, highly integrated Human Resources program goals, objectives, policies and procedures.

Very high level of oral, written and presentation communication skills.

Ability to analyze and apply judgment in resolving complex problems. Ability to identify key issues and relationships, underlying problems or trends; ability to define decision criteria and evaluate alternatives; ability to commit to appropriate action.

Ability to demonstrate personal leadership, use appropriate interpersonal and communication skills to inspire and guide individuals toward goal achievement.

Demonstrated strategic leadership, leads through vision and values; translates vision into organizational goals; aligns Human Resources systems with organization’s vision and values to bring about desired organizational change.

Strong personal mission, with demonstrated operating philosophy of Human Resources that supports Hospital District’s mission, vision and values.
