Common Assessment Framework (CAF) Specialist
DI is seeking to hire a
Common Assessment Framework (CAF) Specialist
for the anticipated 10-month Consultancy to enhance the efficiency, effectiveness, and citizen-orientation of local Armenian government under GIZ’s Localisation of the EU Common Assessment Framework at the local level in Armenia and Capacity Development for Partner Municipalities project.
The CAF Specialist will provide technical support to the localisation and adaptation of the CAF methodology and tools for Armenian municipalities, contributing directly to the review and alignment of existing municipal self‑assessment frameworks with EU CAF principles. Working under the guidance of the Team Leader and in close collaboration with Armenian municipalities, GIZ, and other relevant stakeholders, the CAF Specialist will support analytical reviews, stakeholder consultations, and the development of adapted guidelines and tools that reflect the Armenian local self‑governance context. The CAF Specialist will contribute to ensuring methodological rigor, contextual relevance, and alignment with European public sector quality management standards. The position is based in Armenia or remotely.
Responsibilities
Support the implementation of activities related to the localisation and adaptation of the EU CAF for Armenian municipalities.
Contribute to the review and comparative analysis of the existing municipal performance self‑assessment methodology developed under the Integrated Municipal Development (IMD) Project against CAF structure, principles, and criteria.
Assist in identifying methodological gaps, overlaps, and areas for alignment, and support the formulation of practical recommendations for integration of CAF concepts.
Support the development and refinement of local‑level CAF guidelines, including inputs to assessment criteria, scoring approaches, and action‑planning components.
Contribute technical inputs to the localisation and configuration of the CAF e‑tool, including review of content, structure, and usability from a municipal perspective.
Cooperate closely with partner municipalities, GIZ, the Armenian Ministry of Territorial Administration and Infrastructure, and other relevant stakeholders through consultations, working sessions, and feedback processes.
Support the consolidation of stakeholder feedback and contribute to revision and finalisation of CAF‑related tools and guidance materials.
Ensure assigned outputs are technically sound, context‑appropriate, and aligned with European public sector quality management standards.
Secondary Job Duties
Contribute to ongoing Democracy International business development efforts in Armenia and around the world.
Qualifications
Master’s degree in public administration, public relations, business administration, economics, or related fields.
Minimum of 4 years of professional experience in quality management and the EU Common Assessment Framework (CAF), particularly within public sector or municipal contexts.
Demonstrated experience supporting the adaptation, localisation, or implementation of performance management or institutional assessment frameworks.
Experience working collaboratively with municipalities, public institutions, and diverse stakeholders.
Strong analytical and drafting skills, with the ability to contribute to technical reviews, methodological comparisons, and guideline development.
C1‑level proficiency in English, with the ability to work in professional advisory and technical environments.
Familiarity with European public administration standards and reform processes is an asset.
Experience in Eastern Europe, the South Caucasus, or comparable governance contexts is desirable.
Excellent facilitation, verbal communication, and report writing skills.
Strong initiative and ability to work independently.
Strong socio‑cultural and intercultural competence.
Efficient, partner‑ and client‑focused approach to work.
Ability to think and collaborate across disciplines.
Reporting This position reports to DI’s Director of Program Management or designate.
