Local Governance Training Specialists
for the anticipated 10-month Consultancy to enhance the efficiency, effectiveness, and citizen-orientation of local Armenian government under GIZ’s Localisation of the EU Common Assessment Framework at the local level in Armenia and Capacity Development for Partner Municipalities project. The Local Governance Training Specialists will provide technical leadership and hands-on support for the design, delivery, and refinement of capacity development interventions for partner municipalities, with a particular focus on organisational improvement, internal processes, and management practices. Working closely with the Team Leader, the Armenian municipal counterparts, and GIZ, the Local Governance Training Specialists will support the development of a tailored training programme that strengthens municipal readiness to apply CAF principles in practice. The positions are based in Armenia or remotely. Responsibilities
Support the fulfilment of training activities related to capacity development and organisational strengthening of partner municipalities. Contribute to the conceptualisation and design of a tailored training programme focused on analysing, optimising, and re-designing municipal business processes and internal workflows. Support the preparation of training agendas, curricula, materials, and practical exercises, ensuring alignment with CAF principles and municipal needs. Facilitate or co-facilitate in-person and online training sessions, including preparatory and follow-up activities. Support municipalities in identifying and analysing priority internal procedures or workflows and guide practical exercises on process mapping and optimisation. Provide technical guidance to municipal participants on improving administrative procedures, management practices, and service delivery. Coordinate closely with the Team Leader, other project experts, GIZ, and municipal representatives to ensure relevance, coherence, and quality of training interventions. Contribute to documentation of training outputs, including training materials, participant lists, and lessons learned, for future replication and learning. Secondary Job Duties
Contribute to ongoing Democracy International business development efforts, in Armenia and around the world.
Qualifications
Master’s degree in public administration, public relations, social sciences, business administration, economics, law, or a related field. Minimum of 7 years of professional experience in capacity development and organisational improvement within public institutions. Proven experience designing and delivering capacity-building programmes focused on improving internal processes, workflows, management practices, and service delivery. Demonstrated ability to translate organisational assessment findings into practical, actionable improvement measures. Experience working with municipalities or local government institutions is strongly preferred. Strong facilitation, analytical, and instructional design skills, including the development of training materials and practical exercises. C1-level proficiency in English, with the ability to work in professional advisory, training, and facilitation settings. Strong preference for Armenian language proficiency. Experience in Eastern Europe, the South Caucasus, or comparable governance reform contexts is an asset. Reporting
