DI is seeking to hire a

Team Leader (TL)

for the anticipated 10‑month consultancy to enhance the efficiency, effectiveness, and citizen‑orientation of local Armenian government under GIZ’s Localisation of the EU Common Assessment Framework (CAF) at the local level in Armenia and Capacity Development for Partner Municipalities project. The Team Leader will provide overall technical, managerial, and coordination leadership for a structured capacity development initiative focused on strengthening local self‑governance and institutional performance.

The Team Leader will oversee the delivery of a comprehensive review of the Armenian local self‑governance framework, compare the existing municipal performance self‑assessment methodology/toolkit developed under the Integrated Municipal Development (IMD) Project with the EU CAF structure and principles, identify similarities, gaps, and areas for improvement, and propose concrete adaptations to ensure methodological alignment and full integration of CAF concepts. Working closely with Armenian local leadership, GIZ, and a multidisciplinary team of experts, the Team Leader will ensure high‑quality advisory services, timely delivery of outputs, and alignment with Armenian local self‑governance framework as well as EU CAF principles.

Based in Armenia or remotely with travel to Armenia during the assignment, the Team Leader will serve as the primary point of contact with GIZ and Armenian municipalities, lead coordination and reporting, manage personnel and short‑term expert inputs, and ensure effective financial planning and compliance. This position is contingent upon award and funding.

Responsibilities

Overall responsibility for the quality and timeliness of advisory packages for the activity, including localisation of the CAF methodology, development of relevant tools, and delivery of training to 6 partner municipalities.

Coordinating and ensuring communication with partner municipalities, GIZ, the Armenian Ministry of Territorial Administration and Infrastructure, and other relevant stakeholders.

Planning and steering of all project assignments, including developing local level CAF guidelines for Armenia, localizing and configuring a CAF e‑tool for use by Armenian municipalities, designing and delivering a tailored training program for 6 partner municipalities, and preparing and providing comprehensive training materials and reference resources for further capacity building activities and e‑learning.

Regular reporting in accordance with deadlines.

Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.

Secondary Job Duties

Contribute to ongoing Democracy International business development efforts, in Armenia and around the world.

Qualifications

Master’s degree in public administration, public relations, business administration, economy, or other relevant fields, as well as international certification in public administration quality, CAF, EU Common Assessment Framework.

C1‑level language proficiency in English.

Minimum 7 years of professional experience in the domain of quality management and CAF, 5 years of proven experience in design and facilitation of CAF process in organizations, as well as modules on quality management.

Minimum 3 years of leadership experience in management of CAF introduction related projects.

Minimum 5 years of professional experience in Europe, Eastern Europe or the Western Balkans.

Excellent facilitation, verbal communication, and report writing skills.

Strong initiative and ability to work independently.

Strong socio‑cultural and intercultural competence.

Efficient, partner‑ and client‑focused approach to work.

Ability to think and collaborate across disciplines.

Reporting

This position reports to Director of Program Management.
