JOB SUMMARY Under general supervision, plans, promotes, organizes and administers the operations of the City recreation centers and manages and evaluates the selection of programs offered by the recreation center.

ESSENTIAL JOB FUNCTIONS

Plan, promote, organize and administer the operations of the City recreation centers, ensuring consistency in operations, a safe environment, and high level of service.

Manage and evaluate the selection of programs offered by the recreation centers including identifying any deficiencies in the programs being offered.

Develop and monitor an annual budget process including payroll, purchasing, and petty cash transactions for the centers.

Conduct regular on-site inspections of facilities for safety and appearance and review

Maintenance programs including maintenance of specialized equipment.

Develop new and creative programs including off-site programs and plan for facility improvements to enhance revenue capabilities.

Select, develop and supervise recreation centers and personnel involved in the operation of the centers and schedule training and educational workshops required in developing subordinate personnel.

Plan, prepare and administer annual budgets for the recreation centers.

Communicate with the department director, assistant director, employees, volunteers, other departments, program participants, parents, community organizations, vendors, the public, the media, and other individuals as needed.

Work with publicity and marketing personnel in analyzing product, price, location of service and publicity efforts.

Identify resource needs and means of funding through grant application and donation solicitation.

Oversee contracts relevant to the oversight of center programs.

MINIMUM QUALIFICATIONS Knowledge, Skills and Abilities Required

Knowledge of facility management and operations. Knowledge of recreation center programs.

Knowledge of accounting, revenue tracking and budget-making principles and procedures.

Knowledge of planning, organizing and evaluating recreation programs.

Knowledge of various planning, recreation, and facility set‑up software. Skill in effectively supervising subordinate personnel.

Skill in communicating with individuals, groups and other departments both orally and in writing.

Skill in planning, organizing, and monitoring employees' work assignments to accomplish objectives.

Skill in preparing professional-level reports, memoranda, letters, etc.

Skill in writing specifications for capital purchases.

Ability to maintain effective working relationships with employees, volunteers, business and professional groups.

Ability to direct, control, and plan operations involving the activities of others or processes with which others are involved.

Ability to perform mathematical calculations involving fractions and decimals.

Ability to plan, organize, monitor and evaluate subordinates' work assignments to accomplish unit objectives.

Ability to receive detailed information through oral and written communication.

Ability to perform a variety of physical skills including but not limited to seeing, sorting, calculating, typing and writing.

Ability to operate a motorized vehicle.

Ability to work occasionally in an outdoor environment.

Qualifying Education and Experience

A bachelor’s degree in Parks and Recreation Administration, Business Administration, or closely related field.

Three years of progressively responsible experience relating to delivery of recreational services including one year of supervisory experience and revenue fund management.

Possession a valid Texas Operator's License, Class C.
