Position Summary Under the administrative direction of the Chief Information Security Office (CISO), the incumbent serves as the prime technical security architect within the Security Services Division. The role includes network security operations, technology and cloud architecture security design, and related services.

The incumbent develops enterprise security standards to secure the enterprise network and cloud services architectures, providing direction and recommendations to adapt to evolving business and technical requirements.

Major Functions / Responsibilities

Lead security architecture for the enterprise network and cloud technology, overseeing technical design and support for the California Integrated Travel Project (Cal‑ITP) system and other Caltrans security systems.

Configure and maintain firewalls, intrusion prevention systems, URL filtering, remote access, and technical security monitoring and logging equipment.

Conduct research and provide input on strategic design decisions; serve as lead security architect for network, application, and system deployments, network access control (NAC), operational technology (OT), and Internet of Things (IoT).

Collaborate with the California Integrated Mobility Program (CIM), Traffic Operations, and Transportation Management Centers (TMCs) to enhance security controls and posture.

Oversee operational and maintenance duties for all security infrastructure resources.

Serve as senior technical architect on teams, guiding IT professionals to properly secure systems, networks, and application design.

Provide expert guidance to improve Caltrans’ security posture, investigate security events, and assist in remediating identified risks and vulnerabilities, ensuring compliance with PCI DSS and other data privacy and disclosure requirements.

Working Conditions The incumbent may be required to work for extended periods in a computer room, may work remotely per department policy, and may be required to travel to headquarters or other Caltrans offices. The position may require after‑business‑hours or work and the allotment of a personal vehicle for travel may be reimbursed if the candidate holds a Class C driver’s license.

Minimum Requirements INFORMATION TECHNOLOGY SPECIALIST III

Minimum salary range: $9,507.00 - $12,740.00. New-to-state candidates will be hired at the minimum salary of the classification or the alternate range when applicable.

Qualifications

One year of experience as an Information Technology Specialist II; **or**

Six years of information technology experience, with two years in a highly specialized lead or expert capacity on complex information technology systems or services in one or more of the major six domains or a closely related emerging field.

A master’s or doctoral degree may substitute for four years of general IT experience; a bachelor’s degree may substitute for three years; an associate’s degree may substitute for one year, with a maximum of one degree used for substitution. Substitution education must include 15 semester units (or 22.5 quarter units) of IT or closely related coursework.
