Required Qualifications

Flexible in adapting to deadlines, changing schedules, competing priorities, and unpredictable events.

Advanced knowledge, experience, and ability to be recognized as an expert in the field.

Ability to perform tasks and oversee the efforts of Junior and Journeyman personnel; familiar with and able to present data and recommendations to a large audience.

Demonstrates advanced knowledge of the technical/professional discipline and possesses a comprehensive understanding and ability to apply associated standards, procedures, and practices.

Superb verbal and written communication skills.

15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) of which must be in the DoD.

Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.

Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD.

Preferred Qualifications

Apply a full range of acquisition program management philosophy, policies, and procedures, to perform a wide range of acquisition management activities in support of the existing and future F-15 Division aircraft programs.

Have an understanding of current DoD and AF‑specific acquisition regulations, guidelines, and processes.

Support the acquisition program management of full life cycle requirements, subsystems, and equipment.

Experience and time in FMS‑related positions meeting the following minimum amounts: senior eight (8) years.

Working knowledge of the International Traffic in Arms Regulations (ITAR), transportation plan development, and the Defense Transportation System.

Understanding of the Congressional Notification and Release in Principle/Release in Specific (RIP/RIS) approval process and support the program office in working through these processes.

Responsibilities

Assist with the development of documents such as Memorandum of Agreements (MOAs), Memorandum of Understandings (MOUs), Statements of Objective (SOOs), PWSs, Statements of Work (SOWs), Requests for Proposal (RFP), Mission Needs Statements, Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD), Milestone Documentation, Analysis of Alternatives (AoA), and Rapid Fielding Requirements Documents (RFRD).

Support the review of proposals as assigned by the Government; coordinate documentation between functional resources and consolidate inputs into common documents.

Support key acquisition events and reviews such as System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), and milestone documentation development.

Assist in producing or reviewing program office products including business case analyses, trade‑off studies, estimates, written requirements documents, and acquisition strategies and plans.

Provide milestone documentation support for documents defined in DoDI 5000.02 and as tailored by the program office; coordinate, adjudicate comments, and produce final versions of coordinated milestone documents.

Support the development of contract strategies, Work Breakdown Structures (WBS), and program risk assessments.

Provide technical support, plan, coordinate, and participate in integrated program reviews and conferences; support program briefings and reports.

Provide FMS expertise for various FMS programs within the F‑15 Division across all acquisition stages, including planning, execution, delivery, sustainment, and program closure.

Assist with monitoring, reviewing, analyzing and coordinating security assistance issues to ensure compliance with relevant policies.

Assist with pre‑LOA Price and Availability (P&A) and LOA, SOO/SOW development/editing, and reviewing of acquisition documents.

Assist with the implementation and execution of assigned LOAs in accordance with AECA, Security Assistance Management Manual, DSCA Manual, and complete assigned projects with minimal assistance.

Provide support utilizing DSAMS, VHR, and Manpower Requirements Package.

Provide acquisition expertise and advice to Security Assistance Program Managers and functional team members across all phases of the acquisition process.
