Exempt Position
Special Requirement (Title 38) When vacancies occur, preference in appointment shall be accorded first to qualified service-connected disabled veterans; then, if no such disabled veteran is available, then to qualified eligible veterans; and if no such eligible veteran is available, then to qualified eligible persons.
Responsibilities At WorkForce, WV (WFWV), this position is in the Special Programs unit, physically located in the Martinsburg local office. Conducts outreach to employers and employer groups such as business, industry, and other community-based organizations by serving as an advocate for the hiring of veterans. Coordinates with other service providers to promote the advantages of hiring veterans to employers and employer groups. Conducts outreach to employers in the area to assist veterans in gaining employment, including conducting seminars for employers and, in conjunction with employers, conducting job search workshops and establishing job search groups. Facilitates employment, training, and placement services furnished to veterans in the State under the applicable State employment service delivery system. Coordinates with unions, apprenticeship programs and other business organizations to promote employment and training programs for veterans, as well as provides information to Federal Contractors of their responsibility to recruit and retain qualified veterans. Promotes credentialing and licensing opportunities for veterans. Properly documents services provided to employers/businesses in the applicable State employment service delivery system. Completes the required National Veterans Training Institute's prerequisite and job‑specific courses within 18 months of assignment which requires air travel. Submits required reports to the manager as directed by leadership. Attends/participates in local meetings, agency‑sponsored training or conferences as directed by leadership. Plans and participates in job and career fairs as directed by leadership. Attends weekly staff meetings; serves as a capacity builder to boost the effectiveness of AJC colleagues who assist veterans. Mentors and assists in the training of new JVSG staff as needed. Prepares travel requests and reimbursement forms timely. Completes daily timesheets. Other duties as directed to support program goals and expectations.
Please note, this is an Exempt position and is not covered under the merit system administered by the West Virginia Division of Personnel.
Training Graduation from a standard high school or the equivalent.
Experience Four years of full‑time or equivalent part‑time paid general work experience, two of which must have been in interviewing or performing responsible public contact work.
Substitution Successful full‑time study in an accredited college or university, or resident business or vocational school training may be substituted through an established formula for the required experience.
Note – Definition of Eligible Person The definition for "eligible person" means- (A) the spouse of any person who died of a service‑connected disability. (B) the spouse of any member of the Armed Forces serving on active duty who, at the time of application for assistance is listed, pursuant to section 556 of title 37 and regulations thereunder, by the secretary concerned in one or more of the following categories and has been so listed for a total of more than ninety days: (i) missing in action, (ii) captured in line of duty by a hostile force, or (iii) forcibly detained or interned in line of duty by a foreign government or power; or (C) the spouse of any person who has a total disability permanent in nature resulting from a service‑connected disability or the spouse of a veteran who died while a disability so evaluated was in existence.
