About the team | Ko te rōpū nei The Transport Asset Planning Team oversees planning and delivery of Council’s 10-year Long Term Plan transport capital programme. It assesses current and future transport demands and leads infrastructure planning to support land use, population, and economic growth.

Our goal is a well-planned, multi-modal transport network that promotes economic, social, environmental resilience and sustainability, aligned with Council’s Community Outcomes and Strategic Priorities.

About the role | Ko te mahi nei You’ll play a key role in shaping Christchurch’s transport future by implementing the Transport Activity Plan under the pillars of Safety, Access, and Environment, and supporting the Christchurch Transport Plan. This role provides technical and engineering expertise for planning current and future transport needs, with responsibilities including:

Leading and contributing to transport corridor and area network studies, including acting as Council’s representative on working groups and as client for consultants.

Supporting strategic projects such as Mass Rapid Transit (MRT) designation and regional initiatives through the Greater Christchurch Partnership.

Delivering transport planning advice for land use and subdivision consents, masterplans, and legislative/bylaw processes to ensure developments align with network capacity and Council priorities.

Developing business cases for transport improvements and funding applications, ensuring investments are evidence-based and cost-effective.

Monitoring and reporting on network safety and access for all modes.

Providing advice on road stopping queries and other transport-related matters.

This role requires strong transport engineering and consent planning skills to inform decisions and secure future opportunities for the city’s growth.

Qualifications You are an experienced transport or traffic planner/engineer who thrives on leading from the front and influencing the future of Christchurch’s transport network. You combine technical expertise with strong communication skills and the confidence to represent Council’s interests. You bring:

A relevant qualification in Transport Planning, or Transport Engineering, or Civil Engineering.

Knowledge of engineering standards, subdivision requirements, and the District Plan, with experience applying these in practice.

Ability to explain complex technical information clearly to non-technical audiences and produce concise, defensible written advice.

Political nous and confidence to speak up in group settings to communicate Council’s interests.

Strong analytical skills to assess impacts, develop solutions, and prepare robust business cases.

Hours of work - 37.5 - 40 hours per week

Position - Permanent, full-time

Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street

Salary - The salary band for this position goes from $105,450 to $117,167 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
