Under the general direction of an Office of Maintenance Service Chief, the Senior Transportation Engineer (Specialist) provides engineering management support as Project Coordinator for State Highway Operation and Protection Program (SHOPP) funded Emergency Director's Order (DO) and District Director Order (DDO) projects. The incumbent also serves as the Senior Area Engineer, responsible for providing engineering expertise and implementing highway maintenance policies to maintenance related issues and projects in the region. Act as Senior Transportation Engineer for emergency projects to ensure the assigned projects are delivered within approved cost, scope, and schedule. Plan and coordinate activities of the Project Development Team (PDT) in the delivery of Emergency Director's Order projects. Develop project work plans utilizing the Project Resource Schedule Management (PRSM), AMS advantage tools. Monitor and provide direction and support to construction, budgets, programming and other functional units to resolve any financial issues that may occur during each phase of the project from initiation to closeout. Work closely with Major Damage Coordinator (MDC) on renewal of the Damage Assessment Forms (OAF) and with PMs on time extension requests on 131 projects. Provide support to programming and Project Management on 131 and 150 programs. Hold PMs and functional managers accountable for completing the milestones in a timely manner and within the assigned resources.

Working Conditions Position located at 111 Grand Ave., Oakland, Alameda County.

Work environment is typically an open space in a climate-controlled office under artificial lighting, telework or combination of both, but on occasion travel to off-site meetings or project sites.

May be involved in meetings and discussions with other agencies and/or parties, which may be less than amicable.

Required to travel and work outdoors for site and activity reviews, and may be exposed to dirt, noise, uneven surfaces, extreme cold and heat, and work near traffic. Employee may be required to work near traffic as part of site or activity reviews.

A valid Class C Driver's License is required when driving a state vehicle.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers is required.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Prepares project status reports, monthly update on the project status for HQ. Maintains contract data records (invoices/contract time frame/dollar balance); resolves financial contractor/region issues which may arise during the life of the contract; does out contract when appropriate including dis‑encumbrance of funds, evaluation of contractor, authorization of final payment of invoices and if applicable requesting renewal of contract. Acts as back up Contract Manager for Director's Order (DO) and District Director Order (ODO) contracts in the absence of MDC.

Provide expertise, develop solution, and coordinate with various Caltrans functional units responding to issues, emergencies and conflicts along the State Highway System. Develop projects to address incidents such as slides, pavement failures, slip outs, flooding, damages from unsheltered encampments, culvert failures, maintenance facility issues within the District. Responsible to review, inspect, identify, coordinate with functional units, developing of interim measures and permanent solutions. Typical examples include: Obtaining recommendations, plans/detail and cost estimate from various functional units to develop emergency projects. Addressing inquiries and/or complaints received from the public or local agencies. Review proposed projects to ensure finish product is maintainable by Caltrans Field Maintenance staff.
