GENERAL PURPOSE Performs a variety of semi-skilled and technical tasks in the maintenance and operation of buildings, grounds, open spaces, aquatics facilities, parks and recreation systems with a focus on irrigation.

SUPERVISION RECEIVED Works under the general supervision of a Parks Operations Supervisor, Assistant Park Operations Supervisor, and Crew Leader.

SUPERVISION EXERCISED May act as a lead worker for Park Laborers, part-time labors, and supervise community service workers as required and assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assists in the training and/or supervision of lower-level employees or community service workers.

Maintains irrigation systems and assists in the repair and installation of irrigation lines and heads.

Performs irrigation audits for the 400+ irrigation zones managed by the Parks division.

Adjusts and programs irrigation controllers for proper scheduling and plant health.

Identifies water waste and recommends system improvements.

Diagnoses and troubleshoots leaks, electrical faults and water pressure problems.

Maintains and assists with the installation and repair of park lights, ball field lights, light control systems, and light scheduling.

Performs semi-skilled interior building maintenance such as painting, plumbing, carpentry, and other unskilled and semi-skilled trades work.

Performs routine maintenance on lawn and power equipment.

Carries out the seeding, fertilizing, top dressing, soil conditioning, watering, and pest and weed control of parks and open spaces when instructed.

Maintains and adjusts specialized turf care equipment and tools, including electric motors, pumps, sprinklers, tractors, mowers, and irrigation systems.

Operates tractors, mowers, jack hammers, welders, trucks, trailers, power washers, trenchers, and other listed equipment as needed.

Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions.

Collects and disposes of solid waste from buildings and grounds; picks up litter from premises.

Opens and closes, locks and unlocks facilities as needed.

Assists in setting up and taking down equipment for various park and recreation programs, prepares facilities for park and recreation program use.

Assists in the construction of new parks facilities, including clearing, grading, drainage, and foundation work.

Keeps accurate records of work completed.

Assists with any additional job-related tasks as instructed by the Park Operations Supervisor, Assistant Park Operations Supervisor or Crew Leader.

PERIPHERAL DUTIES

Serves as a member of various employee committees, as assigned.

Serves as a member of the City of Deer Park's Emergency Management team.

MINIMUM QUALIFICATIONS

Graduation from high school or GED equivalent, and

Four years’ experience in repair and maintenance work, or

Any equivalent combination of relevant education and experience.

NIMS Certifications will be required for position.

Commercial Driver’s License (CDL) Endorsement or the ability to obtain all within 90 days of hire.

NECESSARY KNOWLEDGE, SKILLS and ABILITIES

Working knowledge of equipment, materials and supplies used in building and grounds maintenance; working knowledge of equipment and supplies used to do minor repairs; working knowledge of first aid and applicable safety precautions.

Skill in the operation of listed tools and equipment.

Ability to work independently and to complete daily activities according to work schedule; ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions; ability to communicate orally and in writing.

Ability to use equipment and tools properly and safely; ability to understand, follow, and transmit written and oral instructions; ability to establish effective working relationships with employees, supervisors, and the public.

Knowledge of commercial size aquatics facilities and equipment operations.

Knowledge and understanding of the Texas Department of Health Standards for Public Pools.

Knowledge of report and record maintenance principles and procedures.

Ability to exercise sound judgment and make independent decisions in accordance with established City policies and procedures.

May be required to obtain certifications or training in specialized areas as needed and assigned by the Park Operations Supervisor.

DESIRED QUALIFICATIONS

Herbicide applicator's license.

Irrigation certifications or licenses.

TOOLS AND EQUIPMENT USED Pickup trucks and trailers; lawn and landscaping equipment, including tractors, mowers, aerifier, chain saw, edgers, weed trimmers, electric motors, pumps, sprinklers, irrigation systems; miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, electrical, and cement finishing work; swimming pool equipment including chlorination system, pumps, valves, filtration devices, gauges, etc.; power washers, vacuums, mops, brooms, various aquatic operation and maintenance equipment.

WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. Must work outdoors in all kinds of weather, including hot, dry, cold and wet conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually loud.
