Job Summary Performs advanced training and development work. Work involves implementation of training programs; and developing, coordinating, evaluating, and conducting training sessions using a variety of training methods and interpreting Government Code and policies and procedures. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Functions

Develops training programs to include evaluating and analyzing training needs regarding state procurement policies and procedures, state-mandated procurement certification, continuing education, and staff development and testing.

Researches, develops, plans, organizes, and delivers agency training using a variety of instructional techniques to meet specific training, staff development, and continuing education needs; and selects and develops instructional methods, training aids, manuals, and other materials.

Formulates policies and procedures for training programs; and conducts reviews to determine compliance with state procurement certification requirements, laws, rules, regulations, policies, and procedures.

Assists in the preparation of program budget requests; assists in preparing reports; and maintains training activity records.

Assigns, reviews, and oversees the work of others.

Performs a variety of marginal duties not listed, to be determined and assigned as needed.

Minimum Qualifications Education, Experience, and Training

Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major coursework in Business Administration, Education, or a related field preferred. Each year of experience as described below in excess of the required three years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.

Three years full-time, wage-earning staff development, purchasing, technical program support, public education, or training experience. Experience must include two years purchasing under the laws and regulations of the State of Texas.

Experience with purchasing policies and procedures of the Texas Department of Criminal Justice preferred.

Experience in the design, development, deployment, and delivery of computer-based and interactive e-learning curricula and training modules preferred.

Knowledge and Skills

Knowledge of training procedures and techniques.

Knowledge of adult education principles, practices, and techniques.

Knowledge of group process, group dynamics, and classroom management.

Knowledge of instructional design and curriculum development to include e-learning.

Knowledge of purchasing methods and procedures.

Knowledge of state and federal laws, rules, regulations, and statutes pertaining to state purchasing operations preferred.

Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Skill to communicate ideas and instructions clearly and concisely.

Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.

Skill to interpret and apply rules, regulations, policies, and procedures.

Skill in administrative problem-solving techniques.

Skill in the use of computers and related equipment in a stand-alone or local area network environment.

Skill to assess training needs and formulate learning objectives.

Skill to develop and evaluate training objectives, requirements, and effectiveness of delivery.

Skill to plan and budget for various training programs.

Skill in public address and conducting training programs.

Skill in researching Texas Government Codes and manuals for knowledge and understanding of Texas Procurement regulations.

Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, educational aides, LCD projectors, dolly, and automobile.
