Direct and oversee the effective implementation and monitoring of statewide nursing policies and procedures across SSLCs; ensure integration with other services (residential, active treatment, dental, behavioral health, psychiatry, habilitation therapies, medical, and other services). Provide leadership and strategic direction to nursing staff in state-office; oversee staffing resources and assist local SSLC leadership with hiring decisions, training, evaluation, and development of nursing staff descriptions. Oversee resource allocation to achieve effective nursing services; advise on staff ratios and nursing job descriptions; support recruitment, training, and retention of nurses. Lead quality improvement activities at the state level and across SSLCs; analyze data and develop trend reports for QAQI meetings; participate in on-site reviews and state review teams with extensive travel. Review medical records and patient assessments for compliance, correct assessment, and quality of service; analyze data, update protocols, and develop new services as outcomes dictate. Meet regularly with SSLC Chief Nurse Executives and collaborate with infection control, nurse education, and other nursing program areas to drive continuous improvement and compliance with quality initiatives. Facilitate nursing peer review processes and serve as a liaison between nursing services and governing bodies; oversee contracts, budgets, and related duties. Travel to SSLCs for reviews, lead reviews of nursing services, and prepare evaluation reports and data analyses; ensure adherence to action plans and QA processes. Maintain state-wide nursing expertise, stay current with licensure requirements, and provide guidance for difficult cases as part of a multi-disciplinary team. Essential Job Functions (EJFs)

Attend work regularly and adhere to assigned shift schedules; participate in on-call rotations as needed. Direct and oversee statewide policy implementation for nursing services with coordination across related service areas; develop interdisciplinary planning techniques. Lead, hire, evaluate, and supervise nursing staff; manage resources and support local leaders in staffing decisions. Oversee quality improvement activities, monitor efficacy, and analyze data to identify trends in nursing programs and services. Represent nursing services in meetings and committees; liaise with oversight entities and external stakeholders; conduct literature reviews relevant to nursing services for the SSLCs. Ensure continuous process improvement, compliance with quality initiatives, and adherence to ICF-IID standards; advise on program changes and statewide staff training. Oversee monitoring of nursing compliance with state and federal laws and provide guidance for investigations and corrective actions; coordinate in-service training for systemic improvement. Maintain competency as the state-wide subject matter expert and support at the State Office level; participate in difficult case analysis and cross-disciplinary collaboration. Oversee contracts and budgets related to nursing projects; develop scopes of work, budgets, and monitor contractor performance. Qualifications and KSAs

Knowledge of state and federal laws and ICF-IID rules and policies; knowledge of Texas Board of Nursing rules and Nursing Practice Act. Knowledge of emergency procedures and ability to respond to emergencies; familiarity with nursing care standards and healthcare guidelines. Skills in supervising employees and in patient care; ability to analyze problems, implement corrective actions, and lead change. Proficiency with computer software and electronic health record systems; strong time management and prioritization skills. Strong written and verbal communication; ability to collaborate and build relationships; ability to train staff; ability to develop policies and reports. Ability to interpret regulations and communicate them effectively; assess services and develop improvement plans; organize and evaluate nursing activities; instruct and guide others; maintain continuing education requirements. Proficiency with computer software and electronic health care systems. Licensure/Certifications

Licensed to practice as a registered nurse in the State of Texas. Initial Screening Criteria

Master’s degree; and three (3) years of experience as a practicing registered nurse in a health agency, hospital, or health-care facility; and two (2) years of nursing supervisory/administrative experience. State Supported Living Center experience or ICF-IID experience as a nursing executive, program compliance/quality assurance nurse, nurse educator, or external reviewer/monitor is preferred. OR Bachelor’s degree; and five (5) years of nursing practice; and four (4) years of nursing supervisory/administrative experience; with related SSLC/ICF-IID experience preferred. OR Associate’s degree; and seven (7) years of nursing practice; and six (6) years of nursing supervisory/administrative experience; with related SSLC/ICF-IID experience preferred.
