Information Technology Specialist (Lead)

The position of Information Technology (IT) Lead wears many hats, which include the analysis and management of information technology systems for the Yolo Transportation District (YoloTD), including IT system administration, desktop support, in-vehicle technology architecture and related facility management & improvements. As the (IT) Lead, you will support our Information Technology (IT) department, provide assistance for planning, procurement, implementation, and maintenance of all IT systems, infrastructure, and operations of the District. You will collaborate with key stakeholders to align IT initiatives with business objectives, drive innovation, ensure the security and efficiency of our technology landscape. Supervision received and exercised: This position reports to the Director of Transit Operations. This position provides functional supervision to the IT Systems Support Technician (IT Tech). The IT Lead is distinguished from the IT Tech in that the IT Lead describes positions with professional/analytical responsibilities where the primary duties include the analysis and management of network system needs, the evaluation of current systems, and the design of solutions to meet the identified network system needs. In contrast, the IT Tech describes positions with responsibility for providing a broad range of routine and complex duties in support of specialized systems and technology. Essential Job Functions The following duties are typical of those performed in this class; however, the incumbent may also perform other related duties. Maintains and recommends IT equipment and software acquisitions, maintenance, repairs, and upgrades for YoloTD. Conducts authorized upgrades and procurement on a timely basis. Provides functional supervision for the IT Tech position which includes providing guidance, training and resources for assigned tasks and providing performance feedback to the Director of Transit Operations. Maintains the day-to-day activities of the facility and building technology, including security gates, access control doors, vault and fare collection systems, and fueling technology. Coordinates with onsite bus contractor for carrying out facility maintenance activities that are within their sphere of responsibility, as well as other offsite contractors who are responsible for maintenance of specialized hardware, software and equipment. Conducts periodic inspections to assess facility conditions and identify areas for improvement or repair to report back to the Director of Transit Operations. Assists in proper and timely maintenance, repairs, use, updates, and upgrades of YoloTD vehicle location system by vendor and YoloTD personnel. Maintains, repairs, provide frequent file back-up of all YoloTD servers and computers. Ensures the proper maintenance and repairs of sign making machine, printers, plotters, and other office/IT equipment that are not the responsibility of the bus contractor. Maintains, updates, and provides to bus contractor timely information for re-programming electronic destination signs on buses. Serves as network administrator for YoloTD. Monitors the development, customization, and maintenance of database systems for customer service-related reports, ridership, fare reports, financial reports, accidents, and other statistical reports. Monitors electronic photo identification system use, maintenance, and repairs. Oversees proper maintenance, repairs and availability of T-1 lines, email system, agency wide calendar, and other shared IT systems. Monitor, retrieves, stores, and maintain organized inventory of incidents captured by video surveillance recordings on buses and at facilities both on and off YoloTD property. Oversees proper maintenance, repairs, use, and upgrades of YoloTD phone system Supports the development, implementation and maintenance of YoloTD websites, in coordination with the Communications and Marketing Specialist and third-party contractors. Oversees and implements fare payment systems including universal fare cards, contactless payment systems, mobile payment apps, including oversight and coordination with third- party contractors and vendors. Monitors, inspects, and provides recommendations regarding the proper, timely, and accurate use, maintenance, repair, and upgrades of: o Preventive maintenance software program, including adequate backup o Scheduling, dispatching and demand response software systems (Currently TripSpark and RideCo) o Farebox and ridership reporting system o Automatic passenger counters o Other technology used to fulfill required reporting o GFI Farebox system o Ticket vending machines o Two-way radio systems o Video surveillance systems o Security gates o Access control doors o Cash Vault o In-bus video systems o Electronic information sign systems o Automatic vehicle location system o Video route training o Engine and transmission diagnostic software and hardware o Methane detection systems o Burglar alarm systems Documents systems configuration and change control procedures Manages vendor(s) that provide diagnostics, troubleshooting and repair of high voltage vehicle charging systems. Manages vendor(s) that provides diagnostics, troubleshooting and repair of the CNG Fuel Dispenser and Diesel fueling station and leak monitoring system. Assures that proper controls (e. g., firewalls, anti-virus software, etc.) are in place to maximize security of IT systems. Performs software and hardware evaluations. Performs business and technical needs analysis to determine the scope of software/hardware procurements Assists in identifying and prioritizing program needs and recommends resource allocations. Integrates, installs, configures, and upgrades applications software and hardware. Monitor system performance, troubleshoot issues, and implement corrective actions. Perform regular backups, disaster recovery planning, and system security measures. Stay updated on evolving cybersecurity threats and industry regulations to ensure compliance and maintain a robust security posture. Maintain disaster recovery and business continuity plans to safeguard critical IT operations in the event of compromise ensure a quick rebuild time with minimal loss to data. Conduct regular security assessments and audits, identify vulnerabilities, and provide guidance on appropriate measures to mitigate risks. Work with the regions transit partners to coordinate fare/ticketing integration and data sharing. Maintain accurate, up-to-date GTSF Real Time feed and ensure major travel information apps (Google Maps, Apple Maps, Transit) reflect up-to-date information about routes, stops and schedules. At times assist and direct the installation of in-vehicle equipment including firewalls and fare equipment. This position may also require the performance of different essential or marginal functions depending upon work location, assignment, or shift. Minimum Qualifications Education: Graduation from an accredited college with a Bachelors Degree in computer science or a closely related field; AND Experience: Five years of experience managing the most complex systems and programming projects OR Three years of additional experience may be substituted for the required education. Desired Qualifications The desired candidate will be a mid to advanced career information technology professional with verifiable experience managing and directing an IT department that includes vehicle/fleet technology, fare/payment and customer information systems, and fueling systems. Relevant IT Technical Certifications are highly desirable. Experience in a government or public agency setting is preferred. Knowledge of: Computer and IT systems configuration and design. Technology tools and systems used in public transit, municipal fleets, and/or the broader transportation sector. Project administration principles and techniques; Information Technology strategic planning, needs assessment Management tools and techniques such as work plans, budgets, timelines and procurement processes.
