IT Healthcare Consultant - Software Engineer - Consultant

The State of South Carolina is looking for an IT Healthcare Consultant - Software Engineer - Consultant. Daily duties/responsibilities include: serving as the on-site technical resource for the MMS project, having extensive hands-on software development experience using Java/J2EE technologies, Python, JavaScript, NodeJS, ReactJS, SQL/No-SQL databases, Curam and cloud technologies (AWS). The consultant will work with the teams business analysts, subject matter experts, Sr. Cram technical lead, Quality Manager, system integrator and designated vendors as well as Enterprise Services team to meet the project goals. Duties include: designing and documenting detailed technical design documents based on business and functional requirements, developing software components/APIs based on detailed technical design documents, by following the projects coding standards. Conducting and coordinating data mapping and gap analysis to determine if the software meets the business needs. Assisting the technical leads/architects with the analysis of technical issues, implementing Proof of Concepts and writing SQL queries to gather data to assist in making the right decisions. Using knowledge of Cram framework in developing new functionalities, resolving defects and meeting business requirements. Serving as a technical resource, providing technical/analytical guidance to project team and vendors; providing advice on best practices. Identifying, reviewing, advising on approaches/proposed solutions to meeting business requirements utilizing Cram software; communicating risks and concerns related to proposed solutions and offering alternative solutions as appropriate. Collaborating with project leadership, business analysts, subject matter experts, technical managers and development leads on business requirements, functional and non-functional specifications, technical design specifications and integration component requirements. Working with the Quality Product Manager and vendors to ensure that all deliverables are completed timely and meet quality standards. Reporting on project status and strategies orally and in writing; communicating any known issues or risks to MMS leadership and appropriate team members in a timely manner. Interpreting, translating, and communicating highly technical concepts to both business and technical MMS team members and stakeholders. Other duties as assigned.
