The Department of Energy (DOE), Hanford Site, Office of River Protection (ORP), Quality Assurance Division (QAD) requires Quality Assurance Safety Management support from one qualified full-time general support services contractor. The successful contractor(s) will have responsibility for execution of the itemized work scope below: Assist ORP in its efforts to manage and oversee the Waste Treatment and Immobilization Plant (WTP) High-Level Waste (HLW) project in accordance with DOE Orders, Hanford procedures, and the ORP Quality Assurance Program Description. Function in the role of QA auditors/program support/ startup and commissioning/operations for QA Programs for High-Level Waste. Provide oversight support to external and internal auditing efforts for high level waste (perform as a qualified auditor in QAD independent audits, or surveillances). Support by providing quality related oversight functions (perform as an oversight team member lead) to Federal Project Directors in their efforts to address performance issues and verify completion of High-Level Waste facility milestones. Conduct reviews of Contractor actions to address DOE Inspector General (OIG) Recommendations for High-Level Waste. Conduct effectiveness reviews of Contractor actions and OIG Recommendations for High- Level Waste. Review and comment on new and revised QAD procedures and oversight reports for High-Level Waste to ensure the documents are of high technical quality. Review causal analysis and actions taken to prevent the recurrence of conditions adverse to quality for High-Level Waste Participation on the High-Level Waste Integrated Project Teams (IPT) as required DELIVERABLES Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below: Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor. Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include: Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period. Work schedule for Contractor employees, to include any leave taken. TRAVEL Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATION Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position is telework eligible at the discretion of the Technical Monitor (TM) and Contracting Officer's Representative (COR) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM, COR, or CO, the contractor shall report for duty in-person as requested. Qualifications
The contractor shall ensure that personnel supporting this task possess the following qualifications: Education BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively Experience Fourteen (14) years of directly applicable successful experience as a management consultant or senior manager interfacing and working with organizational executives and senior management, or senior technical or business individuals, within government or industry on significant management, technical, or business issues. Highly experienced in QA audits and QA program implementation. Working level knowledge of Quality Assurance related controls and requirements. Working level knowledge of DOE policies and procedures. Expertise level of knowledge of Hanford Site mission, activities and priorities. Expertise level of knowledge of DOE program and project management practices, policies, and procedures. Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination. Excellent communications skills. A knowledge of MS Word, MS PowerPoint, and/or other MS Office tools. Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors. Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings. U.S. Citizenship.
