Grants And Contracts Accountant
Norfolk State University (NSU) Office of the Assistant Controller invites applicants for a Grants and Contracts Accountant. Reporting directly to the Financial Services Manager, the incumbent is responsible for significant accounting initiatives within the department. Additionally, the successful candidate will: Accurately process accounting entries and adjustments with agency accounting software and the Commonwealth Accounting and Reporting System. Review assigned grants, as required, to ensure that grant expenditures meet timely reimbursement standards. Interpret reporting requirements and activity for grants and compile all relevant information in efforts to complete daily, monthly, quarterly, and annual cash request, in accordance with the grant/contract agreement. Resolve grant and contract related Commonwealth Accounting errors. Ensure compliance with the Sponsor, University, Federal, State and Private agencies. Perform reconciliations and drawdowns; prepare monthly, quarterly, and yearly financial reports and billings; annual financial reports/studies and assists in compiling data for the University's annual financial statements. Assist the Auditor of Public Accounts in the annual audit process. Minimum Qualifications: Comprehensive knowledge of grants and contracts management, practices and standards, and reporting requirements. Ability to complete advanced analysis and reconciliations of financial data. Ability to interpret Generally Accepted Accounting Principles (GAAP) and OMB's Uniform Guidance as it relates to colleges and universities. Ability to meet and prioritize competing deadlines as well as prepare complex and detailed financial reports accurately and timely. Skilled in the use of technology used in financial operations as well as standard office software applications, spreadsheets and databases. Demonstrated ability to prepare and audit financial statements, reports, general ledgers and instruments of financial measure using established accounting principles. Demonstrated ability to analyze and interpret complex financial regulations. Demonstrated ability to communicate effectively, both verbally and in writing and convey matters to large diverse audiences (students/staff/faculty). Experience in initiating, reconciling, monitoring and reporting federal, state, local and/or private drawdown and billing requests. Experience working with financial data and multiple financial accounting and reporting systems. BS/BA degree in accounting and/or experience and training in Grants and Contract management.
