The Employment Development Department (EDD) is looking for a highly motivated and qualified individual to work in the IT Procurement Group (ITPG) within the ITB. Under the direction of the IT Supervisor II, the IT Procurement Specialist performs the more complex and sensitive procurement tasks, that will require regular innovative problem solving within broadly stated guidelines. This role involves leading efforts to develop, plan, organize, coordinate, and maintain tasks such as: Developing procurement documents, including solicitations, work authorizations, amendments, and related materials. Analyzing and evaluating complex IT solicitations and vendor responses. Acting as a liaison between the department and both internal and external entities. This position may be eligible for telework under EDD's telework policy, which would require access to high-speed internet at the location telework is performed. Employees are required to report to their headquarters' office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Proven experience leading the development of complex IT procurement solicitations, including Requests for Proposals (RFPs), Requests for Offers (RFOs), Requests for Information (RFIs), and Requests for Quotes (RFQs). Experience in drafting and developing Statements of Work (SOWs) and collaborating with stakeholders to identify requirements for these solicitations. Experience with all phases of state procurement and contracting processes related to Information Technology (IT) Consulting and Personal Services Contracts. In-depth knowledge and hands-on experience in administering the procurement process in accordance with State guidelines, laws, rules, and regulations (Public Contract Code (PCC), Government Code (GC), State Administrative Manual (SAM), Statewide Information Management Manual (SIMM), and State Contracting Manual (SCM)). Familiarity with the nomenclature of the IT industry, enabling the provision of clear procurement direction to technical staff and facilitating effective communication regarding IT-related products and services. Expertise in evaluating and selecting vendors and proposals, especially for complex IT solicitations, including the ability to conduct detailed business and technical analysis to assess vendor responses and ensure compliance with specifications. Strong project management skills, with the ability to plan, organize, and manage multiple procurement projects simultaneously. Proficient in cost estimation and providing procurement-related training to teams. Ability to adapt to changing assignments and priorities, handle high-pressure situations, and meet deadlines. Strong ability to work independently and proactively, ensuring project completion under tight timelines. Strong verbal and written communication skills, with the ability to clearly present complex procurement information to diverse audiences, including internal and external customers, as well as executive management. Proven ability to communicate effectively with all levels of management and stakeholders, including acting as a liaison between internal teams and external entities such as CA Department of Technology, Department of General Services, etc. Ability to identify problems, evaluate alternatives, and make informed recommendations and/or decisions. Proven experience in implementing business process improvements to enhance the procurement and contracting process. Ability to act with tact, professionalism, and discretion while exercising good independent judgment in making procurement decisions and handling sensitive issues. Strong attention to detail, ensuring compliance with state and federal contracting rules and regulations. Ability to ensure the efficient and compliant execution of procurement processes, maintaining accuracy in documentation and contract management. Focused on meeting the business needs and expectations of customers, providing effective solutions to their procurement requirements. Strong knowledge and experience with productivity tools, including but not limited to Microsoft Suite products (SharePoint, Teams, Word, Excel, PowerPoint, Outlook, etc.). Experience with conducting procurements in the Authorium platform. Proven ability to work effectively in a team environment, contributing to group efforts and collaborating with others to achieve common goals.
