Job Summary:

The AVP, External Strategy – Market is responsible for acting as the primary liaison regarding CareSource strategy to external stakeholders, including the Medicaid Department, Department of Insurance, Governor’s Office, Legislative Officials, etc.

Essential Functions:

  1. Develop and lead public and private partnerships with strategic influencers for new business opportunities.
  2. Oversee the Community Education & Job Connect team and Community Based Social Determinant of Health Strategy Lead.
  3. Manage the market Member Services Team.
  4. Coordinate and respond to legislative inquiries promptly.
  5. Collaborate with internal teams to ensure accurate and timely reporting to regulatory agencies.
  6. Coordinate site visits by regulatory agencies.
  7. Maintain relationships with state and federal regulators and key community stakeholders.
  8. Implement new program requirements efficiently.
  9. Represent legislative and contractual requirements on internal and external committees.
  10. Act as a liaison to compliance staff.
  11. Represent CareSource in external stakeholder meetings, including legislators and advocacy groups.
  12. Identify and develop strategic partnerships to support new business opportunities.
  13. Translate business and program strategies into operational tactics.
  14. Perform other duties as assigned.

Education and Experience:

  • Bachelor’s Degree or equivalent experience.
  • At least five (5) years of management experience.
  • Three (3) years of experience in healthcare operations preferred.
  • Experience with Medicaid, Marketplace, and Medicare preferred.

  • Knowledge of strategy development and product management.

  • Excellent leadership and team management skills.
  • Ability to work independently and collaboratively.
  • Knowledge of regulatory requirements.
  • Effective communication skills.
  • Proficiency in Microsoft Office.

Licensure and Certification:

  • Influenza vaccination required annually during flu season.
  • Reasonable accommodations are provided per regulations.

Working Conditions:

  • Office environment; may require sitting or standing for extended periods.
  • Travel estimated at 25% for conferences and programs.

Compensation:

Range: $150,000 - $300,000. Compensation considers education, experience, role scope, and other factors. May include performance bonuses and comprehensive benefits.
