Job Summary
AVP, External Strategy – Market is responsible for acting as the primary liaison regarding CareSource strategy to external stakeholders including the Medicaid Department, Department of Insurance, Governor’s Office, Legislative Officials, etc.
Essential Functions
- Develop and lead public and private partnerships with strategic influencers for new business opportunities.
- Responsible for the development and oversight of the Community Education & Job Connect team and Community Based Social Determinant of Health Strategy Lead.
- Oversee the market Member Services Team.
- Coordinate and respond to legislative inquiries promptly.
- Collaborate with internal teams to ensure accurate and timely reporting for regulatory agencies.
- Manage site visits by regulatory agencies.
- Maintain relationships with state and federal regulators and key community stakeholders.
- Ensure timely communication and implementation of new program requirements.
- Represent CareSource on external and internal committees concerning legislative and contractual requirements for IN Medicaid.
- Act as a liaison to compliance staff.
- Represent CareSource in external meetings with stakeholders such as legislators, trade groups, and advocacy organizations.
- Identify and develop strategic partnerships to support new business initiatives.
- Translate business and program strategies into operational tactics, supporting organizational infrastructure.
- Perform other duties as assigned.
Education and Experience
- Bachelor’s Degree or equivalent experience required.
- At least five (5) years of management experience required.
- Three (3) years of experience in healthcare operations (claims, enrollment, provider agreements) preferred.
- Experience with Medicaid, Marketplace, and Medicare is preferred.

- Skills in strategic planning, deployment, and management.
- Strong problem-solving, conflict resolution, and systematic thinking skills.
- Leadership and team management capabilities.
- Excellent communication skills and ability to work independently and collaboratively.
- Understanding of regulatory reporting and compliance.
- Proficiency in Microsoft Office.
Licensure and Certification
- Influenza vaccination is required annually during flu season (October 1 – March 31).
- Ability to obtain accommodations for disabilities or religious beliefs as per regulations.
Working Conditions
- Office environment with occasional travel (~25%).
Compensation Range
$150,000 - $300,000, with potential bonuses and comprehensive benefits.
