Description
Position Summary
The Accounts Payable and Grants Management Manager is responsible for overseeing the organization's accounts payable function and ensuring the accurate and compliant administration of grant expenditures and reporting. This role supports internal departments and external funders by maintaining financial integrity, ensuring timely payments, and overseeing proper use of grant funds in accordance with applicable regulations.
Key Responsibilities
Accounts Payable (AP) and General Accounting Duties Manage day-to-day accounts payable operations, including completion of Bill.com online bill pay management for invoice processing, vendor setup, and payment disbursements and any other requirements for timely and accurate payment. Ensure proper documentation, coding, and approval of expenses in accordance with internal controls and policies. Maintain relationships with vendors and resolve payment or invoicing issues promptly. Support month-end and year-end closings related to AP. Prepare annual 1099 filing. CDF point of contact for third party travel resource - sets up users, manages permissions, provides training and support to users. Oversees processing of all issued credit cards ensuring that all transactions are properly submitted and recorded in Tallie including proper supporting documentation.
Grants Management Collaborate with development and program teams to understand grant agreements and compliance requirements, assisting in pre-award budget development and post-award grant reporting. Monitor grant budgets, expenditures, and allocations to ensure allowable use and adherence to funder guidelines. Ensure that grant funds are being spent in accordance with the instructions from funders and that invoices are charged to the appropriate grant accounts in a timely manner. Prepare timely and accurate financial reports to be delivered to and reviewed by Controller and project leads in advance of their submission to funders. Maintains accurate, up-to-date and complete grant files concerning financial reports, grant reporting charts, and records optimized for grant audits and compliance reviews. Record and reconcile general ledger accounts for pledges receivable and temporarily restricted funds to the subsidiary ledgers. Monitor and report on monthly spending by states and divisions for grants and undesignated expenses, identifying potential issues with spending patterns. Assist project managers in making the proper allocation and distribution of labor hours to grants.
General Requirements Establish and maintain highly effective working relationships with staff and others encountered in the course of work. Maintain confidentiality of highly sensitive and confidential information Assist in developing and improving financial management systems and processes as they relate to grant management for states and divisions. Assist in performing various internal audits of accounting and internal control functions, particularly at the various state and regional offices of CDF. Assist with periodic review of internal control functions, updating and maintaining appropriate documentation as appropriate
Qualifications
Qualifications Bachelor's degree in accounting, finance, or related field (required); CPA or MBA preferred. Minimum 5 years of experience in accounts payable and grants management, preferably in a nonprofit environment. Demonstrated knowledge about financial management principles, grants management policies and procedures, and accounts payable management. Strong understanding of GAAP and fund accounting. Proficiency in Excel and other accounting software (e.g., Bill.com, Tallie, and Sage Intacct). Knowledge of federal and state grant compliance regulations (e.g., OMB Uniform Guidance). Attentive to detail is an imperative, as is the ability to work under pressure and meet deadlines. Demonstrated ability to quickly identify and solve problems, with minimum supervision essential. Excellent organizational, interpersonal, communication, and analytical skills, including the ability to organize facts and present issues in a clear, concise and logical manner, both orally and in writing, is essential. Working Conditions Currently hybrid work environment, three days in-office and two days remote. Overtime as necessary to complete position requirements, including during closing periods and audit preparation.
