The Performance Measurement and Evaluation (PME) unit is seeking to recruit two senior-level evaluator positions . These senior evaluator positions are centrally located within the PME unit of the DCHS Director's Office.
PME
is composed of a team of approximately 48 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. PME collaborates with program staff and community partners to develop frameworks and performance measures, analyze program outcomes, and promote continuous quality improvement. PME fosters a culture of data-driven decision-making and organizational learning to advance equity and improve services by sharing findings through reports and dashboards. THE ROLES These Senior Evaluator positions will lead performance measurement, novel research study design, quantitative and qualitative analysis, as well as data inference sessions with key partners. The roles support ongoing internal evaluation efforts that inform decision-making and contribute to program and strategy improvement. Oversee and coordinate cross-cutting performance measurement and evaluation activities, including developing program and initiative evaluations, theories of change, and performance indicator reports. Complete literature searches and synthesize relevant research to support requests and strategy decisions. Demonstrated experience cleaning, validating, and analyzing qualitative or quantitative data using at least one of the following applications: R, Python, STATA, SAS, SQL, SPSS, Dedoose, Atlas.ti. Partner Engagement Ability to engage partners in data-related efforts, including facilitating meetings, consensus building, and presenting complex data to diverse audiences. Skills in group decision making and consensus building, including horizontal leadership, facilitation and negotiation skills.
