Business and Finance Officer II
reports to the KCICN
( King County Integrated Care Network ) Financial Operations Lead (BFO IV)
. This position plays a key role in the preparation and management of the KCICN Medicaid budget, tracking and analyzing revenue, tracking and analyzing expenditures, maintaining the integrity of the operating budget, overseeing accounting functions such as reviews revenue and expenditures with management and project managers, which helps drive the strategic decision-making process for their programs. This position will track, analyze, and report revenue and expenditures for the KCICN book of business. This position will support the generation of the financial reporting materials for the KCICN. This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to end one year after the start date. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA). To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to: Lead, prepare, revise, and review budgets, evaluate proposed expenditures and revenues , and
perform detailed financial analysis
and make recommendations primarily as it relates to Medicaid funds and Medicaid programs. Assist in the
development and implementation
of financial and other technical criteria for revenue and expenditure contracts. Oversee accounting and financial reporting systems
in area of responsibility including review of transactions. Review expenditures for compliance
with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed. Very effective communicator in written, verbal and presentation forms. Oversee monthly financial reporting to program staff and other stakeholders. Coordinate, interpret and implement
federal, state, county and local laws, policies and procedures primarily related to Medicaid funding. Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement. Assist with department-wide financial management as needed. Maintain revenue and eligible life tracking for Medicaid recipients . Prepare monthly and quarterly financial reports. Other duties as assigned. Five years of professional experience with at least three years of recent experience focused in finance, accounting, and/or audit environments, or an equivalent combination of education and experience which provides the desired skills, knowledge and ability required to do the work. Experience with Medicaid funds and Medicaid programs. Intermediate to advanced Microsoft Excel skills with the ability to use multiple functions to transfer disparate data into meaningful output. Enthusiastic with proven positive track record in dealing with and communicating with multiple stakeholders. Experience with mental health/behavioral health industry. Advanced knowledge of budgeting, finance, managerial and financial accounting. Advanced knowledge of analytical and management systems. Advanced knowledge of financial information systems. Knowledge and experience with Generally Accepted Accounting Principles (GAAP). Knowledge of contract administration. Knowledge of human service programs, funding sources, policies and requirements. Excellent communication skills, both verbal and written. Experience processing and reconciling complex financial transactions. Knowledge of KCICN and Medicaid as it relates to King County. Knowledge of MCO’s and Provider network. Desired Experience, Qualifications, Knowledge, Skills: Knowledge of county programs, funding sources, policies and requirements. Experience with and knowledge of Managed Care Organizations. Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience. Experience with Oracle/EBS, Hyperion, Oracle and Tableau reporting systems.

. The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.?
