COUNTY OF BROWN JOB REQUIREMENTS: Performs responsible bookkeeping and clerical duties
of a specialized nature which involves maintaining records and
processing documents related to financial transactions using automated
bookkeeping computer software. This position is a .80 FTE (1,560 hours
annually). Essential Duties Acquires the specialized knowledge of the
department in which employed. Performs complex bookkeeping and
accounting functions either manually or on bookkeeping software.
Verifies accuracy, tabulates records and balances invoices, checks,
vouchers, orders, receipts and other financial material in order to
maintain an accounts payable and accounts receivable for the court
system. Process invoices into LOGOS. Receives and accounts for monies
handled; balances and makes daily deposit. Analyzes, verifies and
balances month end reports for Clerk of Courts and Register of Probate.
Prepares quarterly report for interpreter reimbursement to the State of
Wisconsin and bill accounts. Reviews and interprets court judgments,
orders and financial data required for the maintenance of financial
records and incorporation into computerized system. Monitors all Clerk
of Courts trust accounts including general trust, attorney fee trust,
GAL trust, traffic and criminal trust and bond accounts. Provides
in-depth knowledge of terminology, forms and procedures used in family,
civil and criminal legal proceedings. Possesses ability to answer
inquiries and complaints effectively and maintain composure in stressful
situations. Acts as liaison with various departments, including
Administration, Sheriffs Dept, District Attorney, Family Court, Circuit
Courts, private attorneys, Department of Corrections and Register in
Probate. Strategizes with Clerk of Courts and Financial Operations
Manager regarding cost cutting and office efficiencies. Evaluates and
implements new collection procedures regarding Guardian ad Litem
receivables and other receivables owed to the Clerk of Courts office.
Provides knowledge and expertise to the Clerk of Courts, Circuit Court
Judges and Court Commissioners regarding GAL issues and the update of
Court Rule 800. Interviews defendants/debtors to determine financial
status and implement payment plan procedures per the directive of Clerk
of Courts. Compiles, analyzes, and presents statistical reports to Clerk
of Courts and Circuit Courts. Makes complex mathematic calculations.
From the e-file system receive and process court orders for GAL and
Court Appointed attorneys including billing statements to submit for
payment. Review and analyze all e-filing adjustments and cash debit
accounts and take necessary steps for refunds or adjustments. Follows
complex oral and written instructions in the performance of the duties
of the position. NON-ESSENTIAL DUTIES: Performs related functions as
assigned. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Advanced
knowledge of court practices, terminology, court forms and procedures.
Knowledge of bookkeeping and basic accounting practices and procedural
methods pertaining to the department in which employed. Working
knowledge of techniques used in reconciliation of accounts. Advanced
knowledge of court financials system and the supporting software: CCAP
Financials, Microsoft Excel and Word. Skill in the use of computers for
maintaining financial data and for maintaining customer information, or
similar office activities. Skill in using ten key calculator. Ability to
assess situations accurately and to take prompt effective action.
Ability to understand bonds, fines, fees, costs and restitution
structures for court cases and explain to the public, others in the
department and other government agencies. Ability to comprehend,
interpret, apply, and explain office procedures. Ability to prepare
reports and correspondence related to work assignments. Ability to make
fairly complex mathematic calculations. Ability to learn and apply the
specialize knowledge and skills of the department in which employed.
Ability to accept responsibility and to exercise independent judgment.
Ability to establish and maintain effective working relationships with
staff and the public. Ability to communicate effectively both orally and
in writing. Ability to review and instruct employees on correct office
