Overview

We are seeking a mid-level IT Project Manager to lead and coordinate enterprise technology initiatives at a federal agency. The Project Manager will be responsible for managing projects across the full system development life cycle (SDLC)-regardless of methodology (Agile, Waterfall, DevOps, or hybrid)-ensuring on-time, on-budget, and high-quality delivery of technology solutions that meet business objectives. The ideal candidate brings a strong blend of leadership, technical understanding, scheduling, and stakeholder engagement experience. This role requires direct coordination with cross-functional teams, resource planning, progress reporting, and risk management, as well as the ability to translate complex requirements into executable plans. This is a hybrid role based in the Washington, DC area, requiring on-site presence three days per week. Responsibilities

Lead the end-to-end planning and execution of IT projects, from initiation through deployment and closure. Define project scope, objectives, milestones, task dependencies, timelines, and deliverables using standard project management tools and techniques. Coordinate project activities across multidisciplinary teams, ensuring proper resource allocation, task prioritization, and team alignment. Develop and maintain project schedules, risk registers, action logs, communication plans, and change control processes. Translate business and technical requirements into actionable work breakdown structures and assign tasks to appropriate team members. Monitor and supervise progress across all project phases; identify and resolve project issues or risks proactively. Perform Agile ceremonies (sprint planning, scrum calls, retrospective meetings etc.) Manage the delivery of technical solutions and ensure alignment with agency standards, architectural guidance, and strategic goals. Prepare and present regular technical and financial status reports to stakeholders, including project sponsors and agency leadership. Ensure quality control of project deliverables and facilitate end-user acceptance, documentation, and transition to operations. Required Skills

Proven ability to manage complex, cross-functional projects involving software development, data systems, infrastructure, or cloud-based technologies. Experience with multiple SDLC methodologies, including Agile, Waterfall, and DevOps. Experience developing and tracking project budgets, schedules, staffing plans, and risk mitigation strategies. Experience with Sprint and Kanban boards. Strong organizational, time management, and analytical skills. Proficient in project management tools such as Microsoft Project, Jira, Confluence, and SharePoint. Preferred Qualifications

PMP®, PMI-ACP®, or other project management certifications. Prior experience managing IT programs in federal environments, especially within the judiciary or legal systems. Understanding of federal IT compliance standards and accessibility (e.g., FISMA, Section 508). Experience managing vendor relationships, contract deliverables, or integrated project teams Education

Bachelor's degree or higher in computer science, information systems, business administration, or a related technical field. 5+ years of experience in project management for IT initiatives, with increasing responsibility over time.
