Position Overview/Duties
Open to current GS-14
Duty Location: Headquarters, USACE, 441 G Street NW, Washington, DC (remote from current duty station permitted) within HQ USACE, Directorate of Military Programs, Installation Readiness Branch, Combat Readiness Support Team (CRST) Incumbent serves as the principal representative and liaison of both HQDA G-4 and HQUSACE as the primary subject-matter expert on validated logistics facilities requirements. Assists in identifying courses of action and/or recommendations for identifying and minimizing facility impacts, improve standardization implementation, and the development of investment strategies, technologies, policies, or processes. Incumbent resolves controversial matters that have resourcing impacts or otherwise impacts on the Chief of Engineers Force Development and Force Modernization mission area execution, including the application of facilities standards and criteria within the Army Logistics, Supply Chain Management, Maintenance, Repair, Logistics, Supply, and Sustainment communities. Coordinates with the ARSTAF to identify and prioritize Support Facility Annex (SFA) requirements and assure integration of SFA results are incorporated into all relative business segments of the CRST. Ensures validated facility requirements are published and available to the Army. Provides same to appropriate USACE criteria proponents and Centers of Standardization (COS) for standards and criteria development and publication. Integrates Force Structure and/or stationing perspectives are incorporated into all relative business segments of the CRST. Provides same to appropriate Corps criteria proponents and Centers of Standardization (COS) for standards and criteria development and publication. Serves as the USACE command management focal point for facilities and infrastructure aspects of Army Transformation and MILCON Transformation to ODCS G-4 providing expert analytical and programmatic consultation and advice regarding the identification, definition, and validation of facility requirements to support initiatives, concerns, or concepts being considered and/or implemented under Army Transformation in the Logistics area.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with non-competitive eligibility to be placed in this position, non-competitive permanent reassignments (same grade); change to lower grade; re-promotion if higher grade was previously held, are eligible to apply. This Program may only be utilized for non-competitive placements, to include voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grades, details, and deployment opportunities. Employees interested in permanent or temporary promotions longer than 120 days must apply through USAJOBS, or other approved merit procedures or hiring authorities. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.
Minimum Education Requirement:Bachelor’s degree in engineering or logistics management.
Minimum Experience Requirement: Minimum of 5 years of prior military experience in military logistics and/or stationing actions preferred.

Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government. This position is eligible for situational telework.
