The Headquarters Energy Integration Team, supporting the Military Programs Directorate, is seeking interest for a 120-day

Temporary Detail or Temporary Promotion

for a

Program Manager (GS-0340-14) . The assignment will be at Headquarters, Washington, DC, or at the candidate’s current government office location. This position offers a unique opportunity for a motivated professional to exercise their knowledge of the energy portfolio while gaining experience supporting the Corps, Army, and Nation. It is open to eligible GS-13s (as a temporary promotion to GS-14) or GS-14s (as a lateral assignment). Headquarters will pay full labor costs. Candidates outside the NCR are eligible, but TDY costs are the responsibility of the home district/division. The role involves coordinating energy programs and initiatives across USACE, supporting energy resilience, and collaborating with federal agencies. Key activities include overseeing energy programs, evaluating their implementation, and supporting strategic communication efforts. Primary Duties

Perform Budget MDEP Lead duties and coordinate POM activities for energy-related programs. Provide oversight, planning, evaluation, and reporting on USACE energy efforts. Integrate energy programs across the enterprise. Monitor progress and contribute technical expertise to high-visibility energy initiatives. Develop strategic goals, objectives, and plans for the program. Support leadership and staff on communication and outreach initiatives. Create presentations, talking points, and key materials for leaders. Other Conditions and Requirements

This opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. It is announced through the USACE VIOP program, suitable for noncompetitive placements, voluntary reassignments, promotions up to 120 days, details, and deployment opportunities. Longer-term promotions require applying through USAJOBS or other merit procedures. Temporary or term employees and Department of Army Fellows are ineligible. Applications must be submitted between the open and close dates. US citizenship is required. Male applicants born after 12/31/1959 must register for Selective Service. A trial period may be required. Direct deposit is mandatory. The position involves 10% TDY. Pre-employment drug screening and random testing are required. Telework is available. The assignment begins around 1 September 2025 and lasts up to 120 days.
