Role Overview: This role serves as a key HR partner, deeply embedded within designated business units and acting as the liaison between those units and HR Centers of Excellence (COEs). The ideal candidate will collaborate closely with business leaders to align people strategies with organizational goals, while fostering a culture of performance, inclusion, and development. Key Responsibilities: Serve as a strategic advisor to business unit leaders on organizational design, leadership development, and cultural initiatives. Collaborate with HR COEs and business leaders to execute people strategies that support agency and business unit objectives. Understand business priorities (e.g., margin, succession planning, morale) and help drive outcomes through people-focused solutions. Provide hands-on HR support across performance management, compliance, compensation, benefits, staffing, engagement, talent development, and change management. Coach managers through employee relations issues and help navigate sensitive or complex situations with sound judgment. Act as a trusted resource to employees and promote a culture of equity, inclusion, and accountability. Uphold confidentiality and professionalism in all employee matters. Qualifications: 5+ years of experience as an HR Business Partner or HR Manager, ideally supporting both senior leadership and entry-level staff. Proven ability to communicate clearly and effectively across a range of personalities and seniority levels. Demonstrated experience with employee relations, talent development, leave administration, and staffing/resourcing. Strong interpersonal and problem-solving skills with a strategic mindset and results orientation. Comfortable having direct, candid conversations with leadership to influence decisions and drive change. Capable of working independently with excellent time management, prioritization, and follow-through. Bachelor's degree or equivalent work experience required; prior experience at HR Director level or above preferred. Seniority level
